Function of Position
The scope of this position includes the planning, design, implementation and
maintenance of all ETSU network components.
The planning and design includes technology assessments and the selection
of network hardware and software.
This position performs the configuration and testing of new devices for network
upgrades and monitors connectivity and resource utilization for all network
devices and links. This position
supports the Voice over IP (VOIP) systems including call servers, voice gateways
and contact center call queues.
This position implements security measures such as Firewalls and access lists to
secure ETSU resources. The VPN
servers that provide secure remote access to campus resources are also
maintained by this position. This
position configures routing protocols and policies to best utilize the campus
Internet connections; configures traffic filtering devices to minimize copyright
violations and resource abuse. This
position performs troubleshooting of all network related problems and responds
to outages.
Essential Functions
-
Plans and designs campus LAN and WAN; networks hardware and software
selection.

Performs network hardware and software upgrades on administrative and
Residence Hall network equipment (routers, switches, network modules, servers,
etc.).

Performs network setup for new facilities.
-
Connects remote WAN sites; performs network health checks and
diagnostics; troubleshoots all types of network problems; identifies network
bottlenecks; creates configuration archive and plans for disaster recovery.

Maintains security components such as Firewalls, VPN servers and Cisco
Secure Access Control Server; secures access to resources with access lists and
authentication; identifies vulnerabilities and takes appropriate steps to secure
ETSU resources; upgrades all devices in response to OS or application bugs.

Maintains a multi-homed Internet connection with two Internet Service
Providers and configures traffic filtering devices for effective use of ETSU
bandwidth and block P2P file sharing traffic.

Supports and maintains the Voice over IP (VOIP) telephone system,
including call servers, voice gateways and IP contact center call queuing
servers and agents.

Configures WAN interfaces and devices to provide services such as
conferencing with minimal impact on WAN links; designs for circuit and/or
equipment failures; Configures dial plans for the remote site to route 911,
local and long distance calls appropriately.

Configures Quality of Service (QOS) on network devices to prevent low
priority traffic from interfering with latency sensitive voice and video streams
such as voice and Distance Education video classes.

Troubleshoots all network related problems including hardware, software
and configuration.

Provides on call support as required.

Maintains Ciscoworks network management applications.

Maintains documentation.

Coordinates UPS selection and redundant Power system selection and installation.

Manages hardware and software maintenance contracts.
Performs other related duties as assigned.
Knowledge and Abilities
-
Knowledge of network related technical support and maintenance in a large
campus network environment.

Knowledge of configuring routers, switches, servers, and networking
applications.

Knowledge of network protocols (TCP/IP, EIGRP, OSPF, BGP, DHCP, STP, VTP,
SNMP).

Ability to troubleshoot.

Ability to understand, analyze and resolve complex technical issues.
Supervision Given and Received
Performs under general supervision.
Plans and arranges own work which is directed toward an established objective.
Indirect supervision of network support staff.
Minimum Qualifications
Bachelors of Science in Computer Science, Technology or other related degree; 5
years of experience; Cisco Certified Network Associate.
