Function of Position
Responsible to the Associate Vice President for Academic Technology and
Executive Director, E-Learning and Online Education for directing all services
as they pertain to Interactive Television services at ETSU; managing and
operating the production, faculty training and delivery of all courses broadcast
through ETSU instructional video systems; ordering equipment and designing new
ITV room installations both on campus and at remote locations; working as the
Office of eLearning video technical liaison to other
offices/departments/colleges and to other institutions and locations where ETSU
course are being delivered; managing and scheduling the use of the eLearning
video conferencing facilities and systems for both instruction and as a general
university video conferencing service; managing the resources and scheduled use
of the ETSU instructional video network; maintaining the instructional video
system inventory of equipment; programming and course scheduling for interactive
television and video checkout courses; acting as an interface between all
academic units and extended campuses regarding ITV course scheduling;
administering copyright and licensing compliance for all eLearning transmission
modes; providing workshops and individualized training for faculty in best
teaching practice for all ITV transmission modes; serving as a resource for
teleconference planning; and performing other related duties as assigned.
Essential Functions

Advises the Associate Vice President for Academic
Technology regarding strategic direction and all other matters pertaining to ITV
services.

Directs production and delivery of all
courses/programs for the university instructional video system(s).

Supervises the Operations Coordinator, Office of
eLearning Kingsport Site Coordinator, Office of eLearning Bristol Site
Coordinator, two media specialist technicians, Office of eLearning Systems
Technician and temporary distance education technicians who work for ETSU
distance education at other institutions.

Supervises indirectly all other distance education
technicians at on-campus and off-campus facilities where ETSU courses are
delivered.

Trains and orients university faculty, students,
and eLearning ITV technical personnel in presentation and production methods and
equipment operation.

Advises and assists faculty in the production of
multi-media resources for ITV courses.

Ensures that productions staff are trained and
supervised.
-
Ensures high quality digital video archiving of
all ITV class sessions on the distance education streaming media server.
-
Monitors the ETSU instructional video network and
participates in problem identification and resolution with the Office of
Information Technology.

Directs the design and installation of equipment
and maintenance of campus and off-campus ITV rooms.
-
Researches and recommends purchase of professional
grade audio/video equipment and studio needs for the distance education
instructional video system(s).

Supervises the technical aspects of video
conferences and schedules video conferences for academic and general purpose
institutional use.
-
Maintains responsibility for ensuring routine
maintenance checks and tests of production equipment.
-
Establishes daily operations logs, reports and
procedures.
-
Ensures coordination of technical system tests and
checks prior to the start of each semester.
-
Acts as the Office of eLearning video technical
liaison to other offices/departments/colleges on campus and to other
institutions where ETSU course are being delivered.
-
Supervises the ordering and maintenance of
inventory of instructional supplies, video tapes, CDs, and DVDs for campus
studios and off-campus sites.

Determines production costs prior to production
for use in determining course/program viability.
-
Directs the production of written guidelines for
faculty and ITV technical personnel on copyright rules and procedures for use in
ITV courses.
-
Provides leadership for office staff and faculty
to improve quality of instruction delivered via the ETSU instructional video
system(s).
-
Directs the office staff in the planning,
development and implementation of futures applications of distance learning
technology.
-
Develops programming plans for all distance
education delivery modes, which includes Instructional Television and video tape
courses.
-
Schedules and coordinates programming plans for
academic/service units and external contacts; keeps extended sites and
departments informed of schedule changes.
-
Creates and updates a master schedule of all ITV
and video tape courses including broadcast classrooms and on-campus overflow
classrooms.
-
Promotes the use of distance education delivery
modes to university departments, faculty and external agencies.
-
Advises department chairs, faculty and off-campus
staff regarding distance education resources and scheduling.
-
Provides leadership for departments and faculty on
copyright and licensing compliance of software and printed materials; secures
broadcast or other rights and advises faculty regarding the TEACH Copyright Act.

Develops programming plans and schedules
telecourses with four area two-year state community colleges via the public
television station, for the ITV network and for video check-out.
-
Advises and assists faculty with best practice for
teaching through distance education technology, including synchronous and
asynchronous delivery modes.
-
Meets with new distance education faculty each
semester for training regarding copyright, textbooks, videos, instructional
design and teaching techniques.
-
Follows-up with distance education staff to ensure
distance education faculty have received training each semester.
-
Contacts departments, provides sections numbers
and scheduling notes for SIS, and makes any necessary corrections/changes;
assists with instructional coding for all distance education courses.

Provides leadership for academic units, off-campus
center directors and the registrar’s office to ensure accurate scheduling of all
distance education courses.
-
Supervises office staff and eLearning faculty on
the improvement and quality of instruction delivered, and in the planning,
development and implementation of future applications.

Ensures the distance education faculty handbook is
updated.
-
Develops programmatic marketing activities related
to distance education courses and programs.
-
Conducts workshops for faculty on web based
instruction, best practices in synchronous and asynchronous teaching, and ETSU
eLearning course standards.
Secondary Functions:
-
Serves as an advisor to other university
academic/service units and external contacts for video services.
-
Serves as a resource for teleconference planning
(via satellite) for faculty, administrators and external clients to host and
plan local programs.
-
Refers teleconference announcements to ETSU
personnel and potential external clients.
-
Develops, designs and prepares brochures, flyers
and announcements for videoconferences.
-
Serves on the Desire2Learn planning committee.
-
Performs other related duties as assigned.
Knowledge and Abilities

Ability to organize and effectively manage complex and dependent
operations including technical operations, staff assignments, equipment
inventories and repairs, and network scheduling of equipment among all of the
ITV and video conferencing rooms.

Ability to plan effectively and consistently as part of the office of
eLearning effort in the university planning process.

Ability to work cooperatively and effectively with other distance
education personnel to improve and extend distance education services to
faculty, students and staff.

Ability to operate instructional digital and analog production, editing
and recording equipment.

and/or industrial training.

Ability to effectively troubleshoot and perform maintenance on ITV room
equipment.

Supervision Given and Received
Performs under general supervision. Determines own methods of performing

Minimum Qualifications
Master’s degree required, Ph.D.
preferred; five years experience working with commercial broadcast equipment
required; skilled in the use of computers, television cameras, audio systems,
editing systems, character generators, test equipment; experience working with
compressed video systems; skilled in the production of graphic materials using
varied technologies; three years of higher education administrative management
experience in distance education preferred.
