Position Title: Vice President for Finance and Administration

Function of Position

Responsible to the University President for administrating and managing university accounting and financial services, budget and planning, facility services, procurement and contract services, human resources, information technology, public safety and auxiliary enterprises; supervising professional/administrative and classified personnel; and performing other related duties as required.

Essential Duties and Responsibilities

- Administers and manages all finance and administrative services of the university consisting of eleven colleges and schools.

- Responsible for general campus appropriations and shared responsibility for College of Medicine, Family Medicine and College of Pharmacy.

- Coordinates finance and administrative function with State agencies as required by the University President.

- Advises the University President in shaping institutional fiscal policies and planning, management and long-range planning.

- Directs the operation and staffing of the Finance and Administration Division (approximately 400 employees).

- Participates with the University President and senior staff in planning and policy development for the university.

- Administers appointments, compensations, changes in status, and terminations of all non-exempt personnel; signs or co-signs all checks, drafts and instruments for the withdrawal of investment of funds in accordance with Tennessee Board of Regents' policy.

- Insures compliance regarding university, State, Federal, and Tennessee Board of Regents' guidelines and laws.

- Performs other related duties as assigned.

Knowledge and Abilities

- Knowledge of financial and administrative operations within a college/university setting.

- Knowledge of accounting, payroll, budget analysis, purchasing, contracts and grants, physical plant, and personnel administration.

- Knowledge of basic principles of informed investments and fiscal management practice.

- Ability to organize and direct a staff of professional/administrative personnel.

- Ability to make long-range plans and policy decisions relative to the financial and physical growth of complex institution.

- Ability to communicate effectively.

Supervision Given and Received

Reports directly to the University President and maintains broad discretionary authority to implement general objectives and devise specific means for their achievement. Supervises administrative/professional employees.

Minimum Qualifications

Master's degree in business administration or related field required, doctorate preferred; CPA required; minimum of seven years of progressively responsible finance and administration management experience required; a thorough knowledge of higher education administration required.
