Function of Position

Responsible to the Provost and Vice President for Academic Affairs for providing strong leadership in administration of the university libraries; providing strong, effective representation of the library within the university; providing strong, active leadership and personal presence outside the university; and performing other related duties as assigned.

Essential Functions

- Develops short and long-range goals and plans for the libraries, consistent with the vision, mission and goals of the university.

- Establishes efficient systems that integrate current and emerging information technology.

- Provides high quality, up-to-date services and resources for the full range of graduate and undergraduate, on and off-campus, and distance educational instructional activities of the university.

- Provides appropriate support for the research and public service functions of the university community.

- Assesses outcomes and uses data for further planning and improvement.

- Facilitates team building participatory management, and development of a collegial environment within the libraries and among the libraries, other units of the university and the larger community.

- Supports professional development and training for faculty and staff in a rapidly changing environment, including faculty activities for promotion and tenure.

- Develops the staffing plan and delegates responsibility for maximum efficiency and quality of processes and services.

- Manages evaluation processes for the library faculty and staff.

- Manages and allocates budget and other resources to achieve library goals.

- Participates in institutional processes for planning, budget development, policy development and decision making.

- Promotes the libraries within the university community.

- Promotes effective working relationships with other units, especially those involved in distance education, information management and emerging technology.

- Builds visibility through mutually beneficial relationships with external groups.

- Promotes collaborative and consortial relationships with other regional libraries.

- Participates in the professional library community and in related organizations and bodies.

- Cultivates community support through the university library associates.

- Secures external funding to enrich the library's overall program and/or to support special projects.

- Participates in university fund raising activities.

- Supports proposals for appropriate grants and other funded projects from government or private sources.

- Develops appropriate gifts or bequests to enrich the library's program.

- Performs other related duties as assigned.

Knowledge and Abilities

- Knowledge of organization and management of personnel and complex organizations.

- Knowledge of budget development/management and program development.

- Knowledge of fund raising techniques.

- Knowledge of distance education.

- Knowledge of higher education and academic library standards.

- Knowledge of higher education issues and their impact on long-range planning of library operations.

- Knowledge of managing diversified academic library collections and their services, i.e., books, periodicals, microforms, archival, audiovisual and machine readable materials, preservation and conservation operations.

- Knowledge of current, emerging and developing information/library technologies.

- Ability to foster team building and participatory leadership.

- Ability to solve diverse problems.

- Ability to communicate effectively.

- Ability to establish and maintain an effective working relationship with internal and external constituents.

Supervision Given and Received

Initiates, maintains and modifies library programs under general direction, working from TBR and university policies and institutional goals. Supervises library faculty and other library administrative and support staff.

Minimum Qualifications

MLS or the equivalent graduate degree from an ALA accredited institution; a record meriting tenure and appointment at the appropriate rank reflecting credentials and academic librianship record; a doctorate is preferred, in an appropriate field, at the time of appointment; at least three years of recent, successful administrative and managerial experience in a comparable academic setting or equivalent experience; experience should show progressively more responsible positions in academic librianship.
