Function of Position
Responsible to the Associate Director for Personnel for assisting in the
management of employee immigration status and employment visas processes and
documentation; assisting in the coordination of employee benefit programs; and
performing other related duties as assigned.
Essential Functions
-
-Ensures compliance with the U.S. Department of Homeland Security in regards to
immigration status and employment visas.
-
-Provides counsel for faculty and management related to appropriate immigration
matters.
-
-Consults with departmental representatives to ensure compliance with federal,
state, TBR and university laws, guidelines, policies and procedures regarding
immigration matters.
-
-Maintains list of legal counsel who assist potential international employees in
obtaining legal employment status.
-
-Maintains and monitors visa expiration dates.
-
-Maintains and monitors all visa files.
-
-Counsels with employees regarding the Post Retiree program; provides and
explains required paperwork.
-
-Sets
up post retiree positions and pay schedules each semester.
-
-Ensures TBR required documents are approved for post retirees.
-
-Obtains and ensures Temporary Employment Reports are maintained on all employed
retirees.
-
-Processes FMLA requests; pulls insurance file, determines employee eligibility.
-
-
Processes letter and mails FMLA form to employee; determines if employee is a
member of the sick leave bank; calculates leave balances to determine whether a
personnel change -should be done by auditing leave balances on a weekly basis.

Processes letter after FMLA form is received and approval signatures are
obtained; processes personnel change form to return employee to an active pay
status.
-
-Processes
non-instructional leave of absences; pulls personnel file, processes personnel
change for payroll, and notifies payroll when employee returns to work.

-Processes
all new applications for membership in the sick leave banks; determines if
employee is qualified for faculty sick leave bank or non-faculty sick leave
bank; determines if employee has appropriate balance of hours to join.
-
-Adds
new sick bank members and processes to payroll for removal of hours form their
sick leave balance; removes members who have left the university; calculates
hours used in the previous fiscal year and hours gained through new membership.

-Processes letters to sick leave bank chairs along with new fiscal year list and
calculations; processes letters to new members, informing them of their
membership.
-
-Processes sick leave donations between employees; determines if recipient is
eligible to receive donations and if employee donating is eligible to donate.
-
-Completes sick leave donation form and obtains signatures; calculates donations
for each recipient ensuring donations do not exceed the maximum hours; processes
to payroll.

-Calculate prior service with the university for individuals retuning to
employment.
-
-Obtains documentation of prior state service outside of the university to
account for longevity, leave balances and benefits.
Secondary Functions

Performs a variety of professional activities in personnel administration
including training, employee relations, and employment staffing and personnel
research.

on university committees as required.

Performs other related duties as required.
Knowledge and Abilities

Knowledge of federal and state laws, TBR regulations and university policies and
procedures regarding immigration.

Knowledge of immigration regulations relative to various visa statuses.

Knowledge of the TBR regulations and university policies and procedures
regarding post retirement.

Knowledge of federal and state laws related to human resources.

Minimum Qualifications
Bachelor’s Degree in business or related field required; two to three years of
recent human resource experience required; experience with or knowledge of
immigration matters highly desirable.
