Function of Position

 

This position is responsible for coordinating Oracle and MS SQL Server Database Management System (DBMS) administration duties (installation, configuration, administration, maintenance, and policy and procedure development and implementation) for ensuring the security (confidentiality, integrity, and availability) of ETSU and Banner ERP database(s).  Implements data models, database designs, data security access, and database maintenance schedule(s).  Resolves database performance, capacity, replication and other distributed database issues proactively and as they occur (reactive).  Responsible for coordinating software upgrades and evaluation of new and related Oracle and SQL Server technologies.  Responsible for a core segment of institutional business effectiveness and requires extensive ethical, leadership, and pursuit of excellence qualities. 

 

Essential Functions

 

-        Coordinates installation, configuration, administration, security and maintenance of Oracle and MS SQL Server DBMS and other related packages to include: upgrades; security patches; requirements; performance tuning; scalability; flexibility; reliability; startup/shutdown options; index creation and management; locking conflicts diagnostics and resolution; data dictionary creation; tables; tablespaces; index and view creation and modification; understanding DBMS internals such as memory structures; client and distributed architecture; and parallel services and locking mechanisms.

-        Ensures high confidentially, integrity, and availability of databases.

-        Coordinates database backup and recovery scheme creation, modification, and implementation.

 

Secondary Functions

 

-        Performs data loads, extracts, and clones.

-        Performs database design and implementation.

-        Gathers server performance information.

-        Provides leadership, technical knowledge and future vision to the organization.

-        Assists in the establishment and administration of departmental operational policies and procedures.

-        Leads the web analyst team in project and database design, programming, testing, implementation and training by organizing large projects into workable phases, assigning tasks, providing assistance as needed, and tracking progress through completion within given/created deadlines.

-        Performs other related duties as assigned.

 

Knowledge and Abilities

 

-        Knowledge of Database and Information Technology.

-        Knowledge of interpersonal and communication (verbal and written) sills in technical and business arenas. 

-        Ability to organize and plan.

-        Ability to work unsupervised and manage multiple deadlines.

-        Knowledge of IT security.

-        Knowledge of web server administration.

-        Ability to provide 24/7 support.

-        Ability to travel and attend recurring training.

-        Ability to manage projects effectively and have a customer service attitude.

-        Knowledge of software development lifecycles (requirements elicitation, design, development, testing, delivery, maintenance, end of life retirement).

 

Supervision Given and Received

 

Performs under general supervision.  Plans and arranges own work which is directed toward an established objective. 

 

Minimum Qualifications

 

Bachelor's degree in Computer Science required, Master’s degree in Computer Science preferred; 1 year of experience required, 2+ years preferred; Oracle administration and MS SQL Server Administration training; Oracle certification preferred.
