Responsible to the Associate Vice President of Human Resources for planning, organizing, and directing the operation and administration of the Personnel functions of the Office of Human Resources; administering benefit and leave programs, recruitment and employment, ensuring compliance regarding university, state and federal guidelines; performing employee counseling, orientation, performance appraisal, and employee benefits training and management; implementation of wage and salary plans; coordination and reporting of university personnel budgets; coordination of immigration issues; and performing other related duties as required.
Essential Functions
- Advises Associate Vice President of Human Resources on all personnel related matters. - Administers and supervises the implementation of all university personnel policies and programs. - Administers and supervises recruitment and hiring practices and procedures. - Implements the university Classification/Compensation Plan and Administrative/Professional Compensation Plan. - Monitors, revises and reports university personnel budgets through the TBR system, providing for a linking of personnel, budgeting and university planning. - Prepares reports and records in regards to benefits and leave programs, university administration, and Tennessee Board of Regents requirements. - Ensures security and confidentiality of all personnel records; serves as “Custodian of Records” for TBR system. - Counsels all levels of university employees regarding personnel related matters. - Implements continuous and/or once a year programs such as suggestion programs, service pin awards programs and various training and development programs. - Directs, plans and supervises activities and priorities within the Personnel Office. - Supervises and trains professional support employees within the Personnel Office. - Ensures compliance regarding university, state and federal requirements, guidelines and laws. - Provides for a linking of personnel, budgeting, and university planning. - Interprets and administers university and Tennessee Board of Regents policies and procedures to assure compliance.
Secondary Functions
- Serves on University Governance and special committees. - Represents the university in meetings with the Tennessee Board of Regents staff and other external agencies as required. - Performs other related duties as assigned.
Knowledge and Abilities
- Knowledge of basic principles and practices of personnel administration. - Knowledge of federal and state laws, TBR regulations, and university policies and procedures. - Ability to effectively plan programs and evaluate accomplishments. - Ability to present facts/recommendations in oral and written form. - Ability to analyze facts and exercise sound judgment in arriving at proper conclusions. - Ability to plan, supervise and review the work of professional and support staff. - Ability to establish and maintain effective working relationships with employees and the public. - Ability to effectively interpret and implement personnel related legislation.
Supervision Given and Received
Performs under general supervision. Determines own methods of performing assigned work. Supervises professional and support employees.
Minimum Qualifications
Bachelor's degree in management, business administration or related area of concentration; three to five years of personnel management related experience.
