Function of Position

Responsible to the Program Director for planning and implementing training for early childhood professionals in 15 counties in East Tennessee; selecting, training and supervising 20-30 part-time employees at five sites; managing the Tennessee Apprenticeship Project; working with community colleges and child care centers to provide high quality training for early childhood professionals; developing the operating budget and monitoring expenditures; writing quarterly reports indicating the progress of the program in meeting established goals; monitoring paperwork and program procedures to ensure compliance with state and federal laws; identifying child care centers that can serve as clinical sites for practicum students; and performing other related duties as assigned.

Essential Functions

-Coordinates and supervises the implementation of the TECTA grant.

-Selects and trains instructors for all classes.

-Supervises mentors and practicum students.

-Selects new sites and evaluates programs.

-Manages the project budget and submits quarterly reports.

Secondary Functions

-Identifies potential clinical sites for practicum students and assists in evaluation; administers the Early Childhood Environmental Rating Scale and assists the director with the National Accreditation process (NAEYC).

-Writes reports based on project activities.

-Works with community colleges regarding project activities.

-Participates in state planning meetings and serves as a technical consultant for other TECTA state sites.

-Performs other related duties as assigned.

Knowledge and Abilities

-Knowledge of early childhood education and programs serving young children.

-Knowledge of accreditation process for early childhood programs.

-Knowledge of computers.

-Knowledge of procedures and approaches designed for adult learners.

-Ability to work independently and as a team member.

-Ability to communicate effectively.

Supervision Given and Received

Performs under general supervision.  Determines own methods of performing assigned work.  Supervises administrative and classified employees.

Minimum Qualifications

Master's degree in early childhood education; three years experience in programs serving young children and/or their families; teaching license or eligible in Tennessee in early childhood education.
