Function of Position Responsible to the Principal Investigator for ensuring that the Teaching Hands Program within the Tennessee Early Intervention System (TEIS) provides appropriate early intervention services to families having children less than 36 months of age with developmental delays; coordinating and analyzing data to be reported to the Tennessee Department of Education; maintaining the budget and preparing monthly reports to ensure that the program is fiscally working within the budget provided by the state; supervising two exempt employees and conducting training sessions as required; and performing other related duties as assigned. Essential Functions - Provides early intervention services to families on a weekly basis including assessments of children; writing reports; determining needs of children and families; planning for early intervention visits; serving as liaison with additional therapists involved with families; serving as liaison with (Service) Coordinators; and attending Individual Family Service Plan and Transition Meetings. - Performs administrative duties for the Teaching Hands Program including quarterly time data collection reported to the State Department of Education; monthly budget reporting; data collection and analysis of data for the Annual Performance Report for the State Department of Education; writing the Annual Performance Report for the Teaching Hands Program; ordering the required materials and supplies for the program; and additional required reporting for the state, i.e., child count and exit child data. - Supervises two exempt employees. - Conducts training sessions. - Attends family visits with staff as needed to provide assistance. - Assists the Principle Investigator (PI) and the (Project) Coordinator in interviewing and hiring new staff. Secondary Functions - Participates in community networking through the Local Interagency Coordinating Council and additional Early Intervention Agencies. - Provides overview of the Teaching Hands Program and early intervention services to nursing students, education students, medical residents and day care agencies in the area. - Performs other related duties as assigned. Knowledge and Abilities - Knowledge of typical and atypical child development. - Knowledge of current research in literacy including techniques and interventions. - Knowledge of computers and various software programs. - Knowledge of developmentally appropriate practices. - Knowledge of case management. - Knowledge regarding the Rights of Infants and Toddlers under Part C of IDEA. - Knowledge of CPR and infant CPR training. - Ability to supervise. - Ability to write reports. - Ability to collaborate with a variety of professionals, i.e., physicians, occupational and speech therapists, teachers and (Service) Coordinators. - Ability to communicate effectively. - Ability to maintain strict confidentiality regarding information on children and families. Supervision Given and Received Performs under general supervision. Determines own methods of performing assigned work. Minimum Qualifications A master’s degree in Early Childhood Special Education or a related field (SL, PT, OT, Family Studies) is required; CPR and Infant CPR training; and a minimum of two years experience providing services for infants and toddlers with special needs is required.
