Responsible to the Chair for coordinating the Title IV-E undergraduate social work student stipend program; acting as liaison between management staff of the Tennessee Department of Children’s Services (DCS) and the faculty and staff of the Department of Social Work; and performing other related duties as assigned.
Essential Functions
- Teaches two BSW elective classes each semester. - Attends local and statewide meetings of the DCS agency. - Attends meetings of the social work department faculty. - Chairs the student stipend selection committee. - Advises and monitors the progress of stipend students. - Collects and disseminates program evaluation information and materials. - Acts as field liaison for stipend students in DCS internships. - Assists in Title IV-E annual program and budget planning. - Assists stipend students in obtaining state Child Welfare Certification at the time of graduation. - Acts as liaison among the DCS, Middle Tennessee State University contract personnel, the faculty and staff of the ETSU social work department, the university’s Office of Sponsored Programs and Comptroller’s Office, and students.
Secondary Functions
- Conducts recruitment and outreach activities related to the Title IV-E program, regionally and statewide. - Provides program information to interested students and others. - Performs other related duties as assigned.
Knowledge and Abilities
- Knowledge of social work practice. - Knowledge of undergraduate social work education and field education. - Knowledge of child protective services, policies and practice. - Knowledge of foster care services, policies and practice. - Knowledge of adoption and permanence services, policies and practice. - Knowledge of program evaluation methodology. - Knowledge of state government. - Knowledge of budget development and management. - Ability to communicate effectively in oral and written form. - Ability to work effectively with management staff of large government agencies. - Ability to work effectively with university environments. - Ability to use a computer for document preparation, communication, and management tasks. - Ability to assess suitability of stipend applicants for participation in the program and eventual employment in DCS positions. - Ability to chair meetings. - Ability to advise and supervise students. - Ability to evaluate student performance and outcomes. - Ability to compile and submit evaluative data. - Ability to teach a variety of BSW elective subjects and field internship seminars. - Ability to plan program activities that will help achieve desired program outcomes.
Supervision Given and Received
Performs under general supervision. Determines own methods of performing assigned work.
Minimum Qualifications
MSW from an accredited social work education program; two years of full-time employment in a child protective services setting required, preferably a public child welfare agency.
