Function of Position
Reports to the Chair of the Social Work Department.
Supervises six Training Specialists and one Program Management
Specialist, develops and provides professional development activities for
employees, coordinates and schedules training of Department of Children’s
Services (DCS) employees in 14 or more counties in the state of Tennessee, and
communicates with MTSU, DCS, and ETSU administrative staff regarding project
operation. Performs all the duties of a Training Specialist, including provision
of pre-service and in-service training to new and existing DCS case managers,
supervisors, and other staff. Training sessions will be delivered in the
Northeastern 14 counties of the state, but may occasionally be delivered at
other locations state-wide. Receives training and direction for teaching
methodology and training content from staff at DCS in on-going training sessions
and meetings, to ensure training content and quality meets the requirements of
DCS. Maintains familiarity with DCS practice standards, policies, and services,
develops, and provides consistent, high quality training to DCS employees.
Maintains moderate discretion over teaching methodology used, in order to best
meet the needs of trainees. Some training may be offered using computer and
web-base training technology. Training classes will usually be delivered by a
team of two or more trainers, and the Director of Training will be responsible
for the assignment and deployment if these training teams.
Essential Functions

With DCS training, guidance, and oversight, delivers training classes, as
part of a team, to DCS employees in Eastern Tennessee and statewide.

Monitors on-the0job training of DCS employees.

Assists in curriculum evaluation, development, and modification.

Works closely with DCS management staff and faculty and staff of the
Social Work Department to ensure training content and delivery are consistent
with DCS needs and accepted standards for social work practice.

Assists in the assessment of the suitability of trainees for DCS agency
responsibilities.

Supervises six Training Specialties.

Supervises one Program Management Specialist.

Develops and provides professional development activities to the seven
supervisees.

Coordinates and schedules training of Department of Children’s Services
employees.

Selects, assigns and deploys Training Specialist in training teams to
provide optimal and timely training for DCS employees.

Communicates with MTSU, DCS, and ETSU administrative staff regarding
project operation.

Secondary Functions

Assists in the evaluation of the effectiveness of individual training
sessions, and the overall employee training program.

Delivers computer based, or web based instruction.
Performs other related duties as assigned.
Knowledge and Abilities

Knowledge of professional social work practice and social work education,
including field education.

Knowledge of child protective services, foster are, and adoption
services, policies, and practice.

Knowledge of adult pedagogy.

Knowledge of state government agency environment and culture.

Knowledge of assessment, mentoring, and supervising techniques.

Ability to conduct effective classes and on-the-job training for adult

Ability to translate and adapt material from training for trainers for
presentation to DCS staff in a class.

Ability to manage a complex, multi-faceted training program in an
efficient and effective manner.
Supervision Given and Received
Performs under general supervision.
Minimum Qualifications
A BSW degree from a CSWE-accredited program. A graduate degree in adult
education or a related field is preferred. Extensive familiarity with adult
pedagogy. Two years experience on child protective services, foster care, or
adoptive services, either in a public or private agency. (Additional experience
is preferred.)
