Function of Position

 

Responsible to the University President for providing leadership to the Division of Health Sciences which includes the Colleges of Clinical and Rehabilitative Health Sciences, Medicine, Nursing, Pharmacy, and Public Health; serving as liaison between the university and the health care community; and performing other related duties as assigned.  As the Chief Operating Officer of ETSU the position is responsible for providing administrative leadership, planning, and direction for managing the university’s day-to-day operations.

 

Essential Functions (Vice President for Health Affairs)

-          

            Directs the fiscal and personnel management of the Division of Health Sciences; provides executive leadership and a vision which is consistent with the educational mission and values of the university.

Coordinates academic policies and activities for the Division of Health Sciences.

-           Works in collaboration with students, faculty and staff to create conditions that support and enhance student learning and personal development.

 

Essential Functions (Chief Operating Officer)

 

Provides oversight and consultation for all non-academic units of the university. 

-           Maintains and encourages open communication among various university constituencies. 

-           Promotes an environment that encourages cooperation, collaboration, and creativity to advance the efforts of the university community. 

-           Develops in concert with the President high level strategies for setting the direction of the institution and for making important policy decisions. 

-           Helps to assure that the University’s mission and goals are consistently presented in a strong positive image to stakeholders. 

-           Supports university operations and administration by advising the President and serving as interface between the President and other university and community constituencies.

Maintains ultimate authority over allocation of university space.

Assists in leading major institutional improvement projects and/or capital efforts.

Represents the President as needed for university and other official functions.

 

Knowledge and Abilities

 

Knowledge of current trends in medical and health science fields.

Knowledge of academic policies and curriculum issues.

Knowledge of university, TBR and accreditation policies.

Ability to work effectively with community hospitals and agencies.

Ability to communicate effectively in oral and written forms.

-           Ability to promote student success and faculty excellence in teaching, scholarship, research and service.

-           Ability to work effectively with students, faculty, staff, parents, alumni and the community.

Ability to make sound decisions.

 

Supervision Given and Received

 

Initiates broad programs under general direction, working from policies and general objectives. Supervises administrative and classified employees.

 

Minimum Qualifications

 

An earned doctorate is required.  Must provide evidence of experience in educational administration and health sciences education with an identifiable area of expertise, scholarly productivity, leadership capabilities, and fiscal management experience; and experience in an interdisciplinary academic health sciences setting beneficial.
