We hope to be selected to attend the
storytelling workshop and are preparing our application.
We need to inform our employers about the items we will
be expected to pay for. Can you tell me which expenses
we should budget for?
Affordability was a big concern for us when we
planned this event. To remove barriers for you to attend
we are covering key costs. We discussed it on pages 2-3
of the Program Announcement, but are listing details
here for your easy reference.
Mileage/Flight - your driver will be reimbursed for
mileage for the trip at .46 cents per mile. Flight or
auto costs must first be paid by you, though.
Lodging - Your hotel reservations will be made and paid
for by us. You will be responsible for incidental costs
you incur at the hotel. We do hope that if there are
three people traveling from your community that two of
you will be able to share a room to help maintain our
expenses.
Food - meals during the training will be provided. On
Friday night you will get some free time and should be
prepared to buy that meal. After the training ends late
afternoon on Saturday, if you need to stay in town that
night you should be prepared to buy that evening's meal
as well.
Other Costs: There aren't any other required costs. You
may be interested in heading to the mall or somewhere
else Friday or Saturday evening - if so, keep that in
mind for your personal spending.

What I'm really interested
in is the
"Exploring Special Appalachian Cancer Issues with
Communities" RFP, but none of these FAQ's have
talked about it. When are you going to post more info?
We just did! The 4 topic sheets are available, as is the
RFP (7/1/10).

Wait! What happened to the 5th Topic? We were planning
to respond to the environmental issues topic.
Due
to the complexity of this topic, it will be handled in a
different way than the 4 special issues. If you are

I
would like to nominate a community to be part of the
storytelling project. How do I do that?
Great! you can download the RFP and the Application
from the storytelling project page.
Anybody can nominate a community, but these communities
must be in
Appalachian
counties. Additionally, you can nominate yourself to
attend if you are part of the community, but all
nominated people must commit to attend if they are
selected. Check your schedule and block these days off!

Who should the "nominator" be? Does
it have to be someone from the state CCC?
Communities can be nominated by someone from their CCC, but they can
ALSO be nominated by a community member. It
is okay to be both the nominator and one of the
individuals representing a community.

I would like to bring my family with me to the
storytelling workshop. Can they share my hotel room?
This workshop is going to demand so much of
your time and energy that you will have very little time
to spend with your family. Also, we will provide your
lodging, but cannot cover the cost of lodging or meals
for your family. Please be prepared to spend all of your
time at the training involved in the training.

I live more than 6 hours' drive from Johnson
City, Tennessee. Can I fly to the storytelling workshop?
Will I be reimbursed for my parking at the airport? What
about baggage costs?
All travel plans must be pre-approved in
writing by program staff for you to receive
reimbursement. It is likely that if you live more than 6
hours' drive from Johnson City, that we will approve
your plans to fly - BUT WE STILL NEED TO PREAPPROVE, OR
YOU WON'T GET REIMBURSED. Other reasonable costs will be
reimbursed as well -
contact program staff to discuss what qualifies as
reasonable.

I'm
from a state CCCC and I'm not familiar with
organizations in the Appalachian part of my state. Do I
need a local partner to apply for a Roundtable award?
YES! This is the primary focus of these awards - to
get you out and interacting with local organizations -
and to get them interacting with you. Roundtables
MUST represent a partnership between local and
state folks (it's in the RFP).

Be sure to download and complete the

if your RFP requires it (this includes the Roundtable
RFP).

What are the spending
restrictions for the Roundtable RFP?
ETSU operates under the Tennessee Board of Regents
guidelines for spending. Common spending considerations
include: the State does not pay for alcoholic beverages.
If you are sponsoring a meal at your event and somebody
wants to have a glass of wine or a beer with dinner,
make sure they pay for it separately. Also, TBR
prohibits the purchase of gift cards - if you're looking
for incentives, think creative (there have been some
great ones already). Keep in mind that
if you are flying in a speaker, typically the University
only reimburses Coach airfare rates (although as
your speakers should be from your local area - that's
probably a non-issue). If you're paying
for local travel, check what your state or region's
mileage rates are. We ask that you be considerate of
your expenses, that they would be deemed reasonable by
auditors at our institution and yours.

"Funds may be used for meeting expenses, including
space, meals, and lodging; preparation of a report that
describes cancer incidence and mortality for the
Appalachian region of a state including state and
national comparisons; travel for speakers, and cost of
producing a written report on the process and findings
of the Forum. Funds may not be used for honoraria or
staff salaries."

What about spending
restrictions for the Storytelling RFP?
In Stage 1
of the Storytelling Project, individuals who are
selected by ETSU to attend will be responsible for
paying the cost of travel to-and-from the workshop. They
will be reimbursed for pre-approved travel expenses
including mileage or flight costs (if driving is
determined to be unreasonable). Lodging, meals, and
training expenses will be provided on-site.
Stage 2 spending guidelines are currently pending. Check
back when we announce stage 2!

What are the
indirect costs allowable with these grants?
These grants are a flat rate as listed in the
individual RFPs, which is a direct cost. There are no
indirect costs allowed.

How will my
organization get the money if we are selected?
It is important to be aware that this is a cost
reimbursement contract. All expenses must be paid by the
applicant, and invoiced at the end of the grant period
for reimbursement. Per the contract sub-awardees will
sign, you may invoice up to half the cost once it is
spent-out, and submit a second invoice to be reimbursed
after the final report is approved.

I like the idea of a
Roundtable, but my organization is not located in an
Appalachian county on your list. Can we still apply?
We are glad that you're interested, but
this Roundtable opportunity is only for certain
Appalachian counties. While many Appalachian counties
have high cancer mortality rates, this is only for
identified counties from the list. Please consider
getting involved in the storytelling project, or look
for the upcoming White Papers RFP.

I thought there wasn't any extra money available
for Comprehensive Cancer Control. How is this funded?
The Comprehensive Cancer Control Plans
Implementation in Appalachian Communities Program is
funded under a cooperative agreement between the Centers
for Disease Control and Appalachian Regional Commission.
These funds are existing allocated
funds- they just weren't scheduled to be spent
until now.
