OIT-SPONSORED
REPLACEMENT INSTALLATIONS - SPRING 2008
In
an effort to upgrade the current technology on campus for the betterment
of ETSU as a whole and reduce the total cost of ownership (TCO), the
Office of Information Technology will have available a limited number of
computers to dispense. These computers will primarily be replacing eligible
systems that were installed in the Spring 2004 project. If funds
are available, replacements for other systems of eligible positions will
be considered. There will be an option of one of three different
configurations for Apple computers, or one of four for Dell PCs. Any of
the Dell pre-defined upgrades selected will result in the department being
charged for the difference between the cost of the base model (Level 1) and
the model selected. All Macs will have a departmental charge
associated with them.
All OIT-Sponsored
computers installed by OIT in the Spring of 2004 will be picked up and
surplused. Those being replaced must meet the following criteria:
1. Position using the computer must be a full-time, permanent assignment
2. Position cannot be funded in part or in whole by grant or foundation
accounts
3. Position must relinquish their existing computer for surplus. No
exceptions and no “trickle-downs” are allowed under this policy
4. Only one computer per person will be allowed. Split assignments are
not considered as being eligible for a new computer each.

Adjunct Faculty,
Auxiliary Services, Family Practice personnel,
grant-funded or partially grant-funded positions, student workers, or graduate assistants will
NOT be eligible for this project. Eligibility of
Physical Plant employees will be evaluated on an individual basis, based
on job requirements.
Exceptions are not granted.

CONDITIONS
AND TERMS
I. PURPOSE
The
purpose of this project is to bring into line those employees that are
currently using less-than-adequate computer technology in the course of
their job duties. OIT will purchase and maintain the
computers. Each OIT-Sponsored computer will be tagged with a
special label to indicate it as such.
OIT
will purchase and maintain the computers. These computers will be
available for a 4-year time period. At the end of that time, should
OIT not be able to continue with sponsoring this project, the department
MUST take this into consideration when developing their budgets.
These computers must be surplused at the end of
the 4 year time period.
II.
STANDARD SOFTWARE CONFIGURATIONS
A
basic software image will be installed on each of the computers as they
arrive on campus. OIT will be charged with supporting these
software applications on all desktops and laptops.
Any
exceptions to the software configuration will be considered on an
individual basis, and should be in direct support of your status as an
employee.
III. RESTRICTIONS
FOR OBTAINING AN OIT-SPONSORED COMPUTER
The employee must be in a fulltime, permanent
position. No part-time, temporary employee will be eligible.
In order to obtain an OIT-Sponsored Computer, the user MUST relinquish
their current computer. Except under circumstances that are
pre-approved by the Vice-President for Administration, there will be no
“trickle-downs”, or swapping around of computers. It
will be a one-to-one replacement, with the old one being surplused by university policy methods. The
only exception to this guideline will be for those employees that
currently have no computer at all, or are NEW faculty positions starting
in a Fall semester (i.e. not filling a position that currently exists).
Functional network connections should be available prior to any new
computer installation.
