Please read these ETSU ResNET Usage Guidelines and become familiar with the ETSU Acceptable Use Policy. The guidelines and policy will help you understand that using campus computer resources is a priviledge, as well as a valuable tool that will help you suceed in your academic studies at East Tennessee State University.

ResNET, the ETSU residence hall network, provides access to the Internet and the ETSU campus network to support student academic pursuits. ResNET does not support commercial services within the residence halls or provide entertainment to students residing in student housing.
ResNET is provided at no cost to students residing in ETSU residence hall facilities.
Resident hall students may use ResNET for academic pursuits such as conducting research, Web browsing, reading, accessing or using campus computer systems and services, and exchanging e-mail with friends and family.
Users must refrain from the following activities:
Intentional failure to comply with this policy will result in disciplinary action, which may include suspension of user privileges and/or suspension or expulsion from ETSU. In addition, violations may result in referral for prosecution to local, state, or federal authorities.
Those found operating servers via ResNET will face disciplinary action. When the university detects a server being operated, the residents of that room will receive a written warning. A second violation will result in all network access being terminated in that room for a period of 7 days. Any further violation will result in all network access being terminated in that room for the remainder of the semester and the resident operating the server will be reported to the Director of Housing and Residence Life and to the Assistant Dean of Students for possible disciplinary action.
Network Bandwidth Availability and Servers: ETSU has repeatedly increased the Internet bandwidth available to ResNET users. Monitoring of the network bandwidth indicate that approximately 95% of the bandwidth is monopolized by a very few residents. This results in slow performance or the inability of the remaining residents to connect and use the Internet. Further analysis indicates that most of this excessive use is from data flowing OUT of the ETSU network, i.e. computers in residence hall rooms acting as servers and providing often very large files to others outside of the university. ETSU does not monitor the content of files, unless illegal use is suspected; however, the type of files being served indicated they are largely music and video.

Students are expected to conduct themselves on the Internet just as they are in the classroom or the halls of the campus. Students using ResNET should comply with the ETSU Acceptable Use Policy.
Distribution of copyrighted music, software or similar materials is expressly prohibited. Violators will be referred to the appropriate parties for punitive action.
ETSU reserves to the right to establish and maintain ResNET as it sees fit. Users who intentionally create problems that affect operation or performance will be filtered or their access terminated.
