Major Accomplishments in Business Affairs

  • Contracts for purchasing of paper have been shortened from 12 months to six months, resulting in significant savings already—approximately $11,000 across NETRAN.

  • Dell has recognized NETRAN as a single unit, or consortium, which has already saved Northeast State some $100,000 in computer purchases. Since this represents but one transaction, the potential for future savings is enormous.

  • Northeast State has donated 40 computers to the Tennessee Technology Center at Elizabethton and now includes TTC as part of its plan for recycling computer equipment.

  • The ETSU University Press now prints the catalog for the Tennessee Technology Center at Elizabethton, for an annual cost savings of $1,110.

  • Through cooperation, volume buying, and moving to an interruptible supply, natural gas purchasing agreements are saving a considerable amount of money—in the 30-40 percent range. At NSTCC, that equates to some $39,000 annually.

  • Northeast State’s hazardous materials handling contract is shared by ETSU.

  • ETSU and NSTCC have worked together to obtain electric rate reductions by consolidating metering and monitoring demand contracts. Estimated savings: $5,000 per year.

  • ETSU computer service, business office, and purchasing training is available to all NETRAN members. Coordination of employee safety training has resulted in savings of $10,000.

  • ETSU’s provision of HVAC maintenance to the TTC at Elizabethton has enabled the school to eliminate a costly contract with a private company, with annual savings amounting to $6,062.

  • Internal Audit staff of ETSU are completing an audit for NSTCC at a savings of $20,000.

  • Service learning opportunities for TTC stsudents saved ETSU approximately $3,500

  • While a review of joint bids for food services did not prove feasible, it enabled NSTCC to obtained additional services from their current food services provider.

  • Recent joing bids of banking services will yield savings that have yet to be calculated.

Opportunities Being Considered

  • Use of ETSU and Northeast State students to help with computer maintenance at TTC

  • Group software acquisitions

  • Joint planning for major software conversion

  • Standardization of multimedia classrooms for consolidated purchases and reduced labor

  • Joint Request for Proposals for carpet purchases will allow all three schools to buy carpet at a bulk rate

Lessons Learned

  • Communication has been the most important aspect of this process.

  • It is an amazing story that three institutions that normally compete can now cooperate for the best interests of the students and taxpayers.

  • We can work together without losing our individual identities.

  • Concerns about job security have been overcome as trust has developed and successes have occurred.
