STATEMENT OF RATIONALE FOR JUDGMENT OF COMPLIANCE
The Tennessee State Legislature is the appropriate agency
in the State of Tennessee that grants formal authority to award degrees.
East Tennessee State University's authority to award degrees is granted
by the state legislature (Tennessee Code Annotated) through the
Tennessee Board of Regents (TBR Manual, Enabling Legislation).
