III-1. The institution has a clear
and comprehensive mission statement that describes the institution and
its characteristics; is approved by the governing board; is periodically
reviewed by the board; and is communicated to the institution's constituencies.

Yes, East Tennessee State University is able to provide a portfolio
of evidence supporting compliance.
STATEMENT OF RATIONALE FOR JUDGMENT OF COMPLIANCE
East Tennessee State University's statement of mission and purpose describes
the institution, its characteristics, and emphasizes the university's
commitment to instruction, research, and service (ETSU Mission).
The mission calls particular attention to the university's general education
philosophy, health care mission, service-learning, community partnerships,
and contributions to the cultural life of the region.
Each institution in the Tennessee Board of Regents (TBR) system defines
or revises its statement of mission and values as part of a multi-year
strategic planning cycle (TBR Strategic Planning, 2000-2005).
The ETSU campus community then has opportunity to review and provide
comments on any proposed revisions of the mission statement. All elements
of ETSU's statement of mission and purpose are included in its strategic
plan and approved by the ETSU Strategic Planning and Institutional
Effectiveness Committee (Minutes) and, ultimately, the ETSU
President's Council (Minutes). This part of the strategic
planning process assures that the institution's statement of mission,
approved by the institution and the board, is consonant with the institution's
direction and purpose. The university communicates its mission and purpose
to internal and external audiences through a number of outlets, including
the ETSU Undergraduate, Graduate, and Quillen College
of Medicine catalogs and the ETSU Fact Book.
