SACS Comprehensive Standard
III-10.  The effectiveness of the institutional administrators, including the chief executive officer, is evaluated on a periodic basis.
JUDGMENT OF COMPLIANCE
Yes, East Tennessee State University is able to provide a portfolio of evidence supporting compliance.
STATEMENT OF RATIONALE FOR JUDGMENT OF COMPLIANCE
East Tennessee State University has a firm commitment to performance evaluations to assist personnel in achieving university and professional development goals.  The responsibility for evaluation of the president of ETSU rests with the chancellor of the Tennessee Board of Regents (SACS Standard III-2).  Within the university, ETSU's comprehensive evaluation plan includes five processes for evaluation of various university personnel, including the:
1.     annual Executive Evaluation (Form)of vice presidents and personnel reporting to the president;
2.     annual Professional Non-Faculty/Administrative Personnel Appraisal (Form) of academic deans, directors, and executive aides;
3.     annual ETSU Classified Personnel Performance Review (Form) of support staff;
4.     annual Faculty Activity Evaluation (SACS Standard IV-24); and
5.     periodic (five-year cycle) review of administrative academic personnel (ETSU Faculty Handbook, Selection and Periodic Review of Academic Administrative Personnel).
All evaluations include progress toward individual objectives or professional development recommendations, comments by the supervisor, employee comments about the evaluation, and future directions.  Description of the faculty evaluation process at ETSU is included in the report for SACS Standard IV-24; evaluation of classified personnel is not appropriate to this standard. 
Executive Evaluation
The president of ETSU uses the Executive Evaluation Form to review the performance of his 11-member senior staff.  These executive administrators include those vice presidents, directors, and special assistants who report directly to him.  The executive evaluation focuses on leadership and management activities that pertain to the university's mission and institutional improvement.  This evaluation specifically addresses whether the individual:
  • understands and appreciates the mission, operations, and services of the institution;
  • motivates peers and subordinates toward institutional improvement;
  • is effective as a team member and team builder;
  • develops creative approaches to institutional issues;
  • is involved externally and projects a strong image for the institution;
  • communicates effectively with peers and subordinates;
  • performs a wide range of duties without undue stimulus to action;
  • is willing to be held accountable;
  • makes effective and timely decisions;
  • has the necessary education, experience, and technical knowledge for the position;
  • plans effectively for area of responsibility within the institutional mission; and
  • effectively and efficiently manages day-to-day operations with approved plans, budget, and policies.
The president also comments on whether or not the person demonstrated a commitment to the University's Affirmative Action Plan and other goals and timetables.
Professional Non-Faculty/Administrative Personnel Appraisal
Procedures governing the process for evaluation of administrative, non-faculty employees (ETSU Personnel Manual, Employee Performance Evaluation Procedures) are explained in a special publication (Employee Performance Evaluation Procedure Guide).  The ETSU Office of Human Resources manages the annual evaluation process and offers training sessions to prepare supervisors.  The Professional Non-Faculty/Administrative Personnel Appraisal Form is used in the performance evaluation of deans, directors, and selected executive positions.  The form used consists of multiple items arranged in nine categories describing general activities (i.e., job knowledge, accomplishment of objectives, quality of work, productivity, initiative and creativity, interpersonal relations, supervisory skills, dependability, and professional contributions).  The evaluator rates both the employee for each item numerically (4, indicating outstanding, to 1, indicating improvement needed) and the significance of each item to the specific position (A-B-C scale, A indicating highly significant).  Annual evaluations are maintained in personnel files.
Periodic Review of Administrative Academic Personnel 
Individuals who hold administrative academic positions (department chairs, deans, and academic vice presidents) are evaluated on a periodic, five-year basis (ETSU Faculty Handbook, Selection and Periodic Review of Administrative Academic Personnel).  This summative, periodic evaluation includes input from peers, subordinates, and others to determine the overall effectiveness of the academic administrator in his or her position.  As part of the periodic review, a recommendation by the appropriate dean and vice president is made to the president.  
During 2000-2001, the ETSU Strategic Planning and Institutional Effectiveness Committee reviewed this policy (Minutes).  Recommendations of this committee were to modify the periodic review and evaluation, to focus on an individual's commitment to the university's values and strategic goals, to emphasize professional development and improvement, and to extend to include all administrators (excluding the president).  All of the university's major constituencies (Faculty Senate, Staff Senate, Student Government Association, Council of Academic Chairs, Academic Council, and President's Council) reviewed and approved the revised policy and modified instrument.  The recommendation was forwarded to the president in June 2001 for final approval and implementation in fall 2001.
