STATEMENT OF RATIONALE FOR JUDGMENT OF COMPLIANCE
East Tennessee State University admission and readmission policies for
its undergraduate, graduate, and post-baccalaureate degree programs are
published and are available electronically (ETSU Undergraduate Catalog,
Undergraduate Admission; ETSU Graduate Catalog, Admission Requirements,
ETSU Quillen College of Medicine Catalog, Admissions). Admission policies
are consistent with the institution's mission to provide undergraduate
and advanced education to the region as a state supported, comprehensive
regional institution (ETSU Mission). The university catalogs are
updated annually and admission policy statements are reviewed for accuracy
and clarity.
ETSU develops institutional and program-specific admission
policies consistent with the provisions of the Tennessee Board of Regents
(TBR) policy (TBR Manual, Admissions). Included in this TBR policy
are admission guidelines regarding individuals with disabilities in compliance
with federal law (Rehabilitation Act and Americans with Disabilities Act).
The TBR approves individual admission policies in light of the institutions
individual missions and in concurrence with board policy. Any changes
in admission policies are approved through the institutional governance
structure and the Tennessee Board of Regents. In addition to the institutional
admissions policies, some ETSU degree programs, especially at the graduate
level, have discipline-specific admission requirements, which also are
approved by the TBR.
Undergraduate admission requirements have been established
to provide a large number of students the opportunity to receive a low-cost
public education while also requiring a level of preparation likely to
ensure success. Freshman admission requirements, for individuals under
21 years of age, include submission of official high school transcripts
indicating completion of required high school courses, a minimum grade
point average (GPA) of 2.3 (4.0 scale), and an American College Testing
Program (ACT) composite score of 19 or the equivalent score on the Scholastic
Assessment Test (SAT). ETSU has policies for admission by exception, alternative
admission, freshman applicants age 21 or older, and admission with high
school equivalency. For students admitted with identified academic skill
deficiencies, ETSU established the division of developmental studies,
a TBR mandated program (TBR Manual, Undergraduate Degree Requirements).
Undergraduate students who do not meet admission standards may appeal
denials through the Admissions and Readmissions Advisory Committee (ETSU
Undergraduate Catalog, Undergraduate Admission). Graduate and post-baccalaureate
degree program admission requirements are discussed in SACS Standard
IV-19.
