Comprehensive Standard for Graduate Programs
IV-22. The majority of credits toward a graduate or
a post-baccalaureate professional degree is earned through the institution
awarding the degree. In the case of graduate and post-baccalaureate professional
degree programs offered through joint, cooperative, or consortial arrangements,
the student earns a majority of credits from the participating institution.

STATEMENT OF RATIONALE FOR JUDGMENT OF COMPLIANCE
East Tennessee State University offers no graduate
or post-baccalaureate professional degree programs through joint, cooperative,
or consortial arrangements. For all graduate and post-baccalaureate professional
degrees, the majority of credit hours (defined as 70% or more) of a student's
degree program must be earned at ETSU. The ETSU Graduate Catalog
(Transfer of Credit) states that students may petition for the
transfer of nine semester hours of graduate credit from ETSU or other
regionally accredited U.S. institutions if grades of "B' (or equivalent)
or higher were received ("B" grades do not transfer). Requests to transfer
credit from recognized foreign institutions are evaluated on an individual
basis by the staff and administrators of the ETSU School of Graduate Studies.
The staff of the ETSU School of Graduate Studies reviews
all petitions for transfer of credit (ETSU School of Graduate Studies,
Transfer of Credit Form) and monitors the percentage of credit transferred.
The associate dean must approve all credit transfer requests, assuring
that high standards are met. During the past five years, only two petitions
for transfer credit have been approved---one from a foreign institution,
and one from an institution accredited by a professional accrediting agency
(ETSU School of Graduate Studies, Student Records).
Transfer applications to the ETSU James H. Quillen
College of Medicine (COM) may be accepted from qualified students for
admission to the second or third year of the curriculum. Admission of
transfer students is limited on a space-available basis. In order to
receive the doctor of medicine degree from ETSU, a student must complete
a minimum of the last two full years of study at ETSU (ETSU Quillen
College of Medicine Catalog, Advanced Standing Applications).
