IV-26. The institution ensures adequate procedures
for the safeguard and protection of academic freedom.
JUDGMENT OF COMPLIANCE
Yes, East Tennessee State University is able to provide
a portfolio of evidence supporting compliance.
STATEMENT OF RATIONALE FOR JUDGMENT OF COMPLIANCE
The East Tennessee State University Mission affirms
the fundamental values of higher education, including the protection of
the free interchange of ideas through academic freedom. The policies of
the university uphold the principle that adequate safeguards and protections
must exist to ensure this academic keystone. To be deemed adequate
at ETSU, these policies should:

be
modeled on commonly accepted standards of other academic organizations;

specify
an easily accessible, multi-level process that accords faculty various
avenues at all organizational levels to redress any grievances concerning
academic freedom;

be
affirmed at all administrative levels; and
-
be
widely disseminated.
At the highest level, the Tennessee Board of Regents
(TBR Manual, Academic Freedom, Responsibility, and Tenure)
carefully defines the scope of academic freedom and the processes through
which such freedom is maintained. The TBR clearly defines and endorses
the principles of academic freedom in a manner consistent with the 1940
Statement by the American Association of University Professors. At
the university level, the ETSU Faculty Handbook (Academic Freedom
and Responsibility)affirms a similar stance on academic freedom and
outlines a grievance or complaint procedure that faculty can employ if
and when academic freedom is challenged (ETSU Faculty Handbook, Employee
Grievance/Complaint Procedures). In addition, a university-wide standing
committee on Academic Freedom and Faculty Ethics considers and
makes recommendations in matters pertaining to academic freedom and to
faculty ethics in teaching, research, and service.
