The institution publishes policies on the responsibility and authority
of faculty in academic and governance matters.

Tennessee State University is able to provide a portfolio of evidence
supporting compliance.
STATEMENT OF RATIONALE FOR JUDGMENT OF COMPLIANCE
The faculty of East Tennessee State University have
certain responsibilities and authority to function in academic matters
and in the general governance of the university at all administrative
levels. The principal charge of the ETSU Faculty Senate is to
provide meaningful and formal participation of the faculty in matters
of governance. Although it is clear that the final authority for implementing
policies of the institution resides with the university president, it
is equally evident that the faculty have the right and obligation to participate
fully and actively in the determination of policies that pertain to academic
matters and faculty welfare (Faculty Senate Constitution and Bylaws;
TBR Manual, Program Review and Approval).
Faculty representatives serve on the two major governing
councils (ETSU Academic Council and President's Council)
that constitute the highest-level advisory bodies for the university.
Further, ETSU Standing Committees have codified the responsibilities
and authority of faculty in general governance and other university units
have adopted and published policies on the responsibility and authority
of faculty in specific academic and governance matters. The ETSU Faculty
Senate Committee on Committees solicits nominations for the university's
standing committees and recommends appointments to the president. The
ETSU Academic Freedom and Faculty Ethics standing committee
has oversight for the protection of academic freedom (SACS Standard
IV-26). The ETSU Curriculum Advisory Committee, Graduate
Council, and Quillen College of Medicine Medical Education Committee
are responsible for curriculum matters, and their responsibilities and
procedures are described and published (SACS Standard IV-1a, IV-11).
The colleges and schools within ETSU also have established
policies on the responsibility and authority of faculty in academic and
governance matters. Each of these units is organized in a structure consistent
with its' specific mission, but with the same paramount philosophy of
the responsibility and authority of faculty in academic and governance
matters that is manifest at the highest university levels.
