STATEMENT OF RATIONALE FOR JUDGMENT OF COMPLIANCE
Regular and timely instruction in the uses of the
library and other learning and information resources at East Tennessee
State University is ensured through a variety of approaches. Instruction
and education in the use of computer and information technologies are
fully integrated into the curricula of the general education and academic
degree programs (SACS Standard IV-16; IV-13). A variety of additional
services and programs are designed to ensure that instruction to students,
faculty, and staff is available on an individual basis and for specialized
systems. These additional services include those offered by the ETSU
Division of Distance Education (SACS Standard IV-2), ETSU
Libraries (SACS Standard IV-32), and ETSU Office of Information
Technology (SACS Standards IV-13, IV-32). An addition aspect
of access is represented by the availability of computers, extensive web
access to library holdings from both on- and off-campus sites, and abundant
use of advanced multimedia classrooms for instruction.
The
East Tennessee State University central Sherrod Library ensures access
to regular and timely instruction through its library instruction program
and its program of reference services (Sherrod Library Instruction
Program; SACS Standard IV-32). Instruction occurs on individual
or group bases within the library and through instructional television
on campus and at extended campus sites. In 1999-2000, 237 instruction
sessions were presented to a total of 3,818 students (Sherrod Library
Annual Statistics).
The College of Medicine (COM) Library ensures access
to regular and timely instruction through its library instruction program
and its program of reference services (SACS Standard IV-32). Information
about COM library programs is announced in the weekly electronic newsletter,
Info-bit of the Week from Your Medical Library. In 1999-2000, 175
students attended 33 instruction sessions and 160 students participated
in 21 orientation sessions (Association of Academic Health Sciences
Libraries Statistical Resources 23rd Annual Survey).
In
addition to instruction provided in general education and degree program
courses, the ETSU Office of Information Technology also provides
instruction in the uses of computer and electronic technologies and applications.
Trained student workers are available for individualized assistance staff
in computer labs on campus, at extended campus sites, and in many discipline-based
computer labs. The major student computer labs are open 90 to 112 hours
weekly, and specific lab hours are available via the web (Student Computer
Labs on Campus). The main Student Help and Faculty/Staff Help desks
are available from 8:00 a.m. to 4:30 p.m. during the regular semester.
Two additional Student Help Desks, located in residence halls, are available
from 8:00 a.m. to 2:00 p.m., Monday through Friday, and from noon to 2:00
a.m. on Saturday and Sunday (ETSU Information Technology Help Desk).
Requests for technical assistance may also be submitted by e-mail (OITHELP@etsu.edu),
24 hours a day, seven days a week.
The
ETSU Academic Technology Support (ATS) division of OIT provides
technology training for faculty and staff through open enrollment and
customized workshops, online ETSU NetG© Skillvantage
tutorials (available 24 hours every day), and individualized assistance
(Academic Technology Support, Department's Approach to Technology
Training; SACS Standard IV-13). During fall semester 2000, ATS offered
a total of 86 open-enrollment workshops serving the needs of 472 attendees
(Academic Technology Support Open Enrollment Workshops). The workshop
on the BlackBoard Course Management System© trained
over 150 faculty and resulted in over 6,000 student enrollments in web
courses during spring 2001 (compared with about 100 students during spring
2000). During the fall 2000 semester, ATS offered 15 customized workshops
serving 104 attendees, and an additional 32 sessions on the use of multimedia
classrooms (ATS Attendance Count and Evaluation Data for Workshops,
Fall 2000).
