V-2. The institution provides financial statements
and related documents, including multiple measures for determining financial
health as requested by the Commission, which accurately and appropriately
represent the total operation of the institution.
JUDGMENT OF COMPLIANCE
Yes, East Tennessee State University is able to provide
a portfolio of evidence supporting compliance.
STATEMENT OF RATIONALE FOR JUDGMENT OF COMPLIANCE
Financial statements are prepared annually and presented
to the ETSU President for review (e.g., ETSU Financial Report 1999-2000)
and for submission to the Chancellor of the Tennessee Board of Regents
(TBR). Accuracy of information is verified through an external audit
process. These statements are prepared according to guidelines set by
the Governmental Accounting Standards Board, National Association of College
and University Business Officers, and American Institute of Certified
Public Accountants.
The staff of the TBR summarizes and prepares comparative
analyses of the financial reports of all TBR institutions for presentation
to the board (TBR Minutes). Internally, the institution's president,
his senior staff, and the financial staff of the university periodically
review selected financial data throughout the year. The integrity of
the systems used to maintain and present data are validated by the fact
that there have been no audit findings in the past five years in annual
audits conducted by the Comptroller of the Treasury, State of Tennessee
(State of Tennessee, Audit Reports for ETSU, 1996-2000).
