Section VI: Federal Mandates for Title IV Funding

VI-4.  The institution demonstrates that program length is appropriate for    each of the degrees offered.
JUDGMENT OF COMPLIANCE
Yes, East Tennessee State University is able to provide a portfolio of evidence supporting compliance.
STATEMENT OF RATIONALE FOR JUDGMENT OF COMPLIANCE
The appropriateness of program length is specific to each discipline and subject to both internal and external reviews at East Tennessee State University.  Faculty set program length and credit hours required for each degree program at the time the curriculum is designed or revised.  These requirements are subsequently reviewed/approved by the appropriate college/school and university curriculum committees, the ETSU Academic Council, and where applicable, the Graduate Council (ETSU Curriculum Process Manual), and then forwarded to the Tennessee Board of Regents (TBR) for final approval.  New programs also require the approval of the Tennessee Higher Education Commission (THEC).  Each credit hour awarded must consist of a minimum of 750 minutes of instruction (TBR Manual, Academic Calendars and Student Registration).  Baccalaureate degree programs require a minimum of 120 semester credit hours for degree completion (TBR Manual, Undergraduate Degree Requirements).  Graduate degrees require a minimum of one year of full-time enrollment for completion, although some approved degree programs may require more than one year of full-time enrollment.  The time limit for the use of credit toward a graduate degree program ranges from four to six years, depending on the graduate level (ETSU Graduate Catalog, Matriculation Limitations).  The doctor of medicine degree is conferred upon students who have satisfactorily completed not less than the equivalent of four years of study in the medical sciences (Quillen College of Medicine Catalog, Requirements for the Degree Doctor of Medicine).
All degree programs that require specialized accreditation are reviewed and approved by the appropriate accrediting body (ETSU Accreditation).  Degree programs not dependent on accreditation are subject to external peer review (ETSU Guidelines for Academic Program Review).  These reviews ensure that program length is consistent with best practices of both the discipline and higher education, with other TBR schools, and with minimum THEC and TBR standards.
