QEP Team Charge

East Tennessee State University's Quality Enhancement Project is a long-term effort to help freshman, transfer and off-campus students succeed.  The QEP will build upon our past achievements in these areas and take advantage of current initiatives for improvement.  Each QEP team (one each for freshman, transfer and off-campus students) should perform the following tasks, which in turn will form the basis for the team's section of the QEP report:

1.      Identify recent achievements at ETSU regarding freshman, transfer or off-campus student success.

2.      Identify current issues regarding freshman, transfer or off-campus student success at ETSU by analyzing summer 2001 issue discovery findings.  Supplement this analysis with other local data and relevant literature in the field regarding trends, common problems, and/or best practices.

3.      In light of findings, propose a plan for improving freshman, transfer or off-campus student success at ETSU.  The description of each action item in the plan should include:

·         A rationale or justification for the item.

·         A description of how the item will be implemented.  This description may be more or less detailed, in light of the complexity of the item.

·         A timetable for implementation.  Because the QEP is a five-year plan, some action items may span more than one year.  If implementation of an action will take more than one year, the team should specify at least annual sub-goals for implementation.

·         An analysis of budget implications, if any.  These might include cost savings or new costs associated with the action.  Generally speaking, the plan should use existing resources and generally should reflect opportunities for more efficient use of resources.

·         An individual (identified by position title) responsible for oversight of implementation of the action.

4.      Propose a process for assessing the results of the plan.  This assessment should focus on effects of the plan, not on its implementation.  It is advisable to use existing data sources for the assessment, but the team may also propose new data collection methods.  The assessment plan should indicate:

·         The expected results of the plan.  Because these represent the broadest aims of the plan, they do not need to be stated in measurable terms.

·         One or more indicators for each result.  Each indicator should be phrased as an objective which specifies a measure or data source and a desired level of performance on that measure.

·         The method and cycle of data collection.  Because assessment findings will be reported annually (see item 6), some indicators should be measured annually, but others may be longer term.  The team may also propose measuring different indicators on different years of the cycle.

·         The method and cycle by which assessment findings will be reviewed for use in improvement.  This, too, must be at least annual.

·         An individual (identified by position title) responsible for oversight of the assessment process.

5.      Propose a process for ongoing discovery of freshman, transfer or off-campus student success issues.  In contrast to the assessment described in item 4, which measures predetermined results, the issue discovery process should help us uncover new concerns and opportunities regarding freshman, transfer or off-campus students.  The description of the issue discovery process should indicate:

·         The method for issue discovery.  The team may propose using an existing process for issue discovery, or it may propose a new process.

·         The cycle for issue discovery, which must be at least annual.

·         An individual (identified by position title) responsible for oversight of the process.

6.      Propose an individual (by position title) to report at least annually regarding progress in implementing the plan for improving freshman, transfer or off-campus student success, evidence of results achieved with respect to freshman, transfer or off-campus student success, and emerging issues.  The designated individual will report annually to the Strategic Planning Committee and the President's Council.  The team may also specify other groups to which this individual should report.
