BIOGRAPHIC NOTE

Bernard H. Cantor was born in Syracuse, New York on April 13, 1920 and grew up in Johnson City, Tennessee, graduating from Science Hill High School in 1937. He received a B.A. in philosophy, psychology, and history from the University of Tennessee in 1941 and a Doctor of Jurisprudence from Harvard Law School in 1943. From October 1943 to February 1945, he served as law clerk to the Honorable Harold M. Stephens, Associate Justice, United States Court of Appeals for the District of Columbia. Mr. Cantor, then, worked for the Office of Scientific Research and Development as an attorney of its Legal Division. In February 1946, he returned to Johnson City and began a private law practice.

Mr. Cantor is a member of Phi Kappa Phi Honor Society, Tau Kappa Alpha Honorary Forensic Society, Washington County Bar Association, Tennessee Bar Association, and American Bar Association. He has served East Tennessee State University as a guest lecturer and instructor in labor relations and political science. Mr. Cantor is a certified arbitrator and member of the Federal Mediation and Conciliation Service, and the American Arbitration Association. He has served the City of Johnson City as a member of the Mayor's Advisory Committee on Human Relations and the State of Tennessee as a member of the Law Revision Commission in 1965. He has published scholarly articles, arbitration opinions and fictional works; the latter under the pseudonym of B. Q. Orr; including James (Jimmy) Black and Beecherbocker's History: The Honorable James Streywood.

SCOPE AND CONTENT NOTE

The papers of this collection are arranged in chronological order by record type beginning with the decisions of Mr. Cantor as an arbitrator, 1959-1978 as Series I, and then the Arbitration Review Board Decisions between the United Mine Workers and the Bituminous Coal Operators' Association, 1975-1978 as Series II. Series III includes several labor contracts of relevance to the arbitration layout decided by Mr. Cantor. A subject index follows the Addendums (1 & 2) to the collection.

This series contains arbitration awards, December 1958 to December 1, 1978, Bernard Cantor, arbitration umpire, dealing with various union and company grievances within the Southeastern United States. The entire series is indexed by company and by union in the back of this finding aid.

Series II, ARBITRATION REVIEW BOARD DECISIONS, 1975-1978, Boxes 6-12.

This series contains arbitration Review Board Decisions between the United Mine Workers and the Bituminous Coal Operators' Association, decisions 1-414, 1975 to December 1, 1978. These decisions represent the last level of appeal in the arbitration system for both parties. The series is indexed by union, union district, and union local in the back of this finding aid. In addition, the series itself contains a detailed subject index for decisions 1-126.
