ADMINISTRATIVE INFORMATION

Provenance: The papers of the Congress for Appalachian Development and of Gordon K. Ebersole were donated to the Archives of Appalachia in March 1980 by Gordon Ebersole. The collection was opened for research on March 1, 1981. For several years the papers were housed in a Pennsylvania mill which Ebersole restored. During this period the papers generated during Ebersole's career in government service and those arising from his personal involvement in southern Appalachia became interfiled. The sorting process was complicated by the interrelatedness of Ebersole's duties and his personal interests. The processing staff has tried as much as possible to preserve the integrity of the collection, dividing the papers into series according to organization or office of origin. See addition page 42.

BIOGRAPHICAL NOTE

Gordon Ebersole was born in Wakefield, Nebraska on February 23, 1910. Beginning in 1935, he worked as a Bureau of Reclamation civil engineer on the Grand Coulee Dam on the Columbia River. During World War II he served as a photomapping officer in India and as assistant staff engineer for the 8th Air Force in Okinawa, Japan. After the war, he first worked on the Missouri Basin project with the Bureau of Reclamation, then transferred to Washington, D. C. in 1951. He held the position of Assistant Chief, Division of Foreign Activities until 1958.

In 1959-60 Ebersole went to Korea as Chief of the Division of Technical Training to work with the Korean United States Operations Mission. Upon his return in early 1961, Ebersole became staff assistant in Secretary of Interior Stewart Udall's office. As a member of Interior's Resources Program Staff, Ebersole was responsible for helping coordinate Interior activities in the Area Redevelopment Administration. In this capacity, Ebersole made his first trip to Appalachia in 1963, meeting with Harry Caudill of Whitesburg, Kentucky, a noted lawyer and author of Night Comes to the Cumberlands, and Tom Gish, also of Whitesburg, and editor of The Mountain Eagle. After his retirement in 1965, Ebersole continued to work with Caudell and Gish on Appalachian development issues. Ebersole worked as a consultant with various Appalachian groups; served on the board of the Council of Southern Mountains; and with Caudill, Gish and others, formed the Congress for Appalachian Development in 1966.

 

HISTORICAL NOTE

The Congress for Appalachian Development (CAD) was incorporated November 25, 1966 in West Virginia. Its stated purpose was "to restore self-government in the Appalachian Mountains in order to wisely conserve and develop the human and natural resources of the region for the common benefit of all the people residing therein." It was dedicated to helping the people of southern Appalachia achieve: 1. "A rebirth of democratic ideals and institutions of the region. 2. Basic reforms to enable the people to utilize enough of the wealth flowing from extraction of the region's natural resources to finance, insofar as possible, the institutions and services essential to a mature, dignified, comfortable and civilized society. 3. The preservation and maximum restoration of the Appalachian landscape, its water, air, land, and natural beauty; and its continuance as a decent environment for this and future generations. 4. A frank recognition of the fact that most of the area is dominated and exploited by and for the benefit of absentee industrial and financial interests, and that the lawful and just acquisition and utilization of these resources for the public should be encouraged."

On September 17, 1966, E. S. Fraley, a retired farmer from Bristol, Virginia, and Harry Caudill, invited 25 concerned persons to a meeting in Bristol. A steering committee was appointed, and the Congress for Appalachian Development had its start. The first general meeting of the Congress for Appalachian Development occurred on January 21, 1967 at Abingdon, Virginia, with 250 persons in attendance, representing the states of Kentucky, Tennessee, West Virginia, Virginia, and Georgia. Support drawn to the organization ranged from state senators and representatives, such as Paul Kaufman; veterans of government agencies, such as Lee Smith, Bureau of Reclamation, and Gordon Ebersole, Department of the Interior; Kirby Billingsley, president of State of Washington public utility district; magazine and newspaper editors and writers, such as Grady Clay, Landscape Architecture, John Fetterman, Louisville Courier-Journal, and Tom Gish, The Mountain Eagle; members of the Council of Southern Mountains; and activists already established in the mountains, such as Milt Ogle of the Appalachian Volunteers, and Don West of the Appalachian South Folklife Center at Pipestem, West Virginia.

Publicity about CAD was also far reaching. Virtually every regional newspaper carried articles about Congress for Appalachian Development proposals and activities, as did such nationally-known publications as the Wall Street Journal and the Congressional Record.

The two main thrusts of the Congress for Appalachian Development were regional public ownership and development, particularly in the area of power production, and the creation of a new series of towns along the mountain chain. The idea of creating public utility districts traced its roots to Ebersole's early career in the Columbia River Basin.

As a consequence, CAD pointed to projects in the state of Washington as precedents. Because of the high level of expertise represented by members of CAD, spokespersons for the organization were often called upon to testify before Congressional subcommittees and the Tennessee Valley Authority (TVA) concerning projects undertaken in Appalachia. Most notable among these projects was the Blue Ridge Project, a proposed series of dams planned for the New River in Virginia.

Despite the interest and political support of Kentucky Senator John Sherman Cooper, Montana's Senator Lee Metcalf, Maine's Senator Edmund Muskie, and others, the organization failed to received adequate financial backing. An earlier and incorrect association in the minds of some Appalachians with TVA (considered socialistic by many) and an actual association with the Appalachian Volunteers (also considered radical) did not inspire regional support for the Congress for Appalachian Development.

Lack of funds caused CAD to close its Washington, D. C. office late in 1967. Except for a brief revival in connection with the New River controversy in 1970, the organization ceased to exist approximately one year after its first meeting in Bristol.

 

SCOPE AND CONTENT

The Congress of Appalachian Development portion of the collection includes correspondence, transcripts of members' testimony at government hearings, and articles and clippings about CAD and other Appalachian organizations (such as the Council of Southern Mountains, Appalachian Volunteers, and the Appalachian Research and Defense Fund). The Series relating to Ebersole's personal career include papers generated during his tenure at the United States Department of the Interior and work with the Area Redevelopment Administration. These include a number of river basin studies, materials pertaining to United States technical training of foreign nationals, and reports of federal projects in Appalachia. These materials are of value to students of Appalachian social movements, begun during the 1960s under programs initiated by the Kennedy and Johnson administrations. Files include correspondence with, speeches and reports by and biographical information on key activists and important regional organizations. Among these are Harry Caudill and Tom Gish; Paul Kaufman, U. S. Senator from West Virginia; John Fetterman, and Milt Ogle. Organizations represented include Congress of Appalachian Development, the Council of the Southern Mountains, the Appalachian Volunteers, Council on Religion in Appalachia, Appalachian Research and Defense Fund, and the Appalachian South Folklife Center.

Organization: The collection includes maps, publications, and numerous photographs. Maps have been stored with the archives' map collection and photographs in the photographic storage area. Frequently used publications have been placed in the archives' vertical file for more immediate accessibility. Other publications remain with the collection. See addition.

Series II, APPALACHIAN CONSULTING, 1962-74, Boxes 5-6.

This series consists of material concerning various projects, individuals, groups, and research reports pertaining to the development of Appalachia. These files differ from those of the first series in that Ebersole dealt with these matters as an individual, rather than as a representative of the Congress for Appalachian Development. This series includes files on key Appalachian activists, developmental projects, and speeches and reports produced by study teams and task forces working primarily in the areas of economic or energy development. These files are arranged alphabetically by title or correspondent's surname.

Series III, COUNCIL OF THE SOUTHERN MOUNTAINS, 1963-76, Boxes 7-8.

This series consists of papers generated by, and concerning, the Council of the Southern Mountains (CSM), an organization in which Gordon Ebersole was an active participant. It includes organizational papers and official correspondence, copies of which Ebersole held as an executive board member. Also included are files concerning organizational projects and important council participants. This series includes Gordon Ebersole's personal correspondence with family, friends, and with leaders in Appalachian affairs. This series contains notes and office files of Gordon Ebersole reflecting his work as Staff Assistant, Resources Program Staff, Department of the Interior, Area Redevelopment Administration (ARA). The records describe the shaping of the area development concept in Appalachia. Box 19 contains Ebersole's records of his work with the Office of Economic Opportunity (OEO), 1965, while he was "on loan" from the Department of the Interior. Series VI, OFFICE FILES OF GORDON EBERSOLE: BUREAU OF RECLAMATION, 1947-55, Boxes 19-20.

This series contains files relating to Ebersole's involvement with Bureau of Reclamation activities in the western United States. This series and Series VIII contain extensive information on water-resource management in the Columbia, Colorado, and Central Valley (California) river basins. Included in this series are papers produced after Ebersole transferred to Washington, D. C., but which relate to Bureau of Reclamation activities in the West. Correspondence is arranged first; subject files are arranged alphabetically following correspondence.

Series VII, OFFICE FILES OF GORDON EBERSOLE: BUREAU OF RECLAMATION, TECHNICAL TRAINING DIVISION AND UNITED STATES OPERATIONS MISSIONS (USOM), KOREA, 1951-60, Boxes 20-24.

This series includes memos, correspondence, and reports Ebersole collected during his years in the Technical Training Division of the Bureau of Reclamation in Washington, D. C., and during his USOM tour of duty in Korea. The agencies mentioned in these papers evolved from President Truman's Four Point program. To facilitate sharing scientific and technical expertise, the Act for International Development established the Technical Cooperation Administration under the State Department. In 1951, Congress passed the first Mutual Security Act to coordinate foreign aid. When President Eisenhower entered office, the Foreign Operation Administration (FOA) was charged with responsibility for scientific, technical, and military aid. The Mutual Security Act of 1954 dissolved the FOA, transferred military aid authority to the Pentagon, and created the International Cooperation Administration (ICA) to administer economic and technical assistance. The ICA occupied a semi-autonomous position within the State Department. Under the ICA, field offices called United States Operations Missions (USOM) were established in each country receiving aid to coordinate United States assistance programs and to work with United Nations and Specialized Agency projects in the countries involved. This subseries contains manuals, reports, surveys, and materials for public distribution of the United States Department of the Interior, 1929-67. Notable in this subseries are extensive materials relating to the development of the Columbia, Colorado, and Central Valley (California) River Basins. Also included are copies of the Reclamation Era dating from 1929-67. Included in this series are studies of the Arkansas-White-Red River Basins (1963), Missouri Basin (1963), and Columbia Basin (1965). Also included are Area Redevelopment and Office of Economic Opportunity papers. According to official organization, the Area Redevelopment Administration operated under the auspices of the Department of Commerce and the Office of Economic Opportunity, within the Office of the United States President. Both agencies, however, possessed legally delegated authority within other departments. To retain the intelligibility and integrity of these groups of publications, they have been classified functionally in this series as interagency institutions. River basin studies comprise the first and second subseries, ARA publications the third, and OEO publications the fourth subseries. The addition to the Congress for Appalachian Development/Gordon Ebersole Collections (CAD) consists primarily of photocopies of correspondence between Ebersole and Harry Caudill, Paul Kaufman, Ann Pollard, Lewis Smith, and David Whisnant, along with reports, speeches, and clippings related to activities of the Congress for Appalachian Development and other Appalachian-related concerns shared by the correspondents.
