2024 New Employee Onboarding and Standardized Hire Dates
All employees will start their first date of employment in a New Employee Onboarding session with HR in the Culp Center. This New Employee Onboarding session will introduce the employee to the university, discuss retirement options, benefits, and required training; the employee will receive their e-number, parking pass, and ID card during orientation. This will also allow HR to ensure all new employees have completed the requirements for their ETSU email address, which will be activated before or during the orientation.

Annual Enrollment - 2024 Health Benefits - Annual Enrollment for health benefits for 2024 runs from October 1, 2023 to October 13, 2023 at 4:30 P.M. E.S.T. Many changes are coming to our benefits for 2024. ETSU employees may now access Edison via single sign-on from their ETSU webmail. You can find all this information and more by visiting the Annual Enrollment website.
2023 New Employee Onboarding and Hire Dates
As announced at the November HR Liaison's meeting, and as part of Human Resources'
efforts to enhance services for the campus and streamline processes, standardized
hiring dates will be instituted for all regular employees beginning in January 2023.
The calender for hiring can be found here. All employees will start their first date

Please hold temporary employee contract renewals until after the HR Liaisons Meeting on May 16, 2022.
April 2022- Updated Hiring Proposal Workflow
An HR-Pre-employment state and a Payroll state has been added to the hiring proposal workflow. In the HR Pre-employment state, a notification will be sent to new hires to complete required pre-employment paperwork. Once paperwork has been completed, the hiring proposal will be updated to Hire Approved-HR for Processing/HR for Processing. At the HR for Processing step, a hire has completed required hiring paperwork and is approved to begin working. Hiring Managers will be notified of via email when a hiring proposal enters this state. Once Human Resources has processed a contract the hiring proposal will be moved to the Payroll state for final processing.
2021 Annual Performance Evaluations
2021 Annual Performance Evaluations are now open. The deadline for completion is 3/31/2022. Please visit the Performance Evaluations webpage for more information.
Reminder to Update Supervisors in TRS
Please review supervisors for employees in your department in the TRS system and make
any necessary changes. The supervisor listed in TRS is who will receive and be asked
to complete an employee's 2021 Annual Evaluation.
11/10/21 -DISCONTINUE usage of the “Create Onboarding Event”
Please DISCONTINUE usage of the “Create Onboarding Event” link that’s available to Hiring Managers when a Hiring Proposal reaches the status of “Hired.” The Office of Human Resources has developed and implemented a new process for the collection pre-employment documentation from all applicants via the ETSU Dynamic Forms system. This will streamline and simplify the new hire experience and present all offices involved the opportunity to increase overall efficiency. The Onboarding/Employee Records module of eJobs is no longer being used to collect pre-employment documentation, such as Forms I-9 and W-4. An applicant is prompted via automated email to provide these documents via Dynamic Forms when their Hiring Proposal reaches the status of “Hire Approved – HR for Processing.” Human Resources will then update the “Hiring Proposal Documents” section of each Hiring Proposal as these pre-employment documents are completed, prior to moving the Hiring Proposal forward to the status of “Hired.” Hiring Managers will not have access to view these pre-employment documents but they are encouraged to routinely visit the “Hiring Proposal Documents” section of each Hiring Proposal to VERIFY the completion of each pre-employment document for tracking purposes within each department.
10/2021 - Notice Regarding Payroll Processing Over the Break
ETSU's 2021 break begins Friday, Dec. 24, and extends through Friday, Dec. 31. No
new full-time/part-time employees will be hired into a budgeted position with an effective
starting date of Dec. 1- 31, 2021. Temporary full-/part-time hires may be contracted
as usual. The deadline to submit paperwork to HR to be included in the November payroll
is Nov. 15. Paperwork received after Nov. 15 will be processed with the December payroll.

10/15/21 - Employee Giving Campaign
The annual Employee Charitable Giving Campaign – YOUR CHANGE Can Make a CHANGE – has
begun! You can click here to access the giving form and brochure, and help the community or health agency of
your choice. Last year, your generosity during the 2020 Employee Charitable Giving
Campaign resulted in more than $30,000 being given to local agencies that serve those
in need. Forms may be returned to hr@etsu.edu or the Office of Human Resources, Box
70564, Burgin Dossett, Room 307. The campaign will conclude Friday, November 5. Thank
you for your consideration of making a gift to assist those who are in need.
08/2021 - COVID-19 Leave Parameters
We recognize the COVID-19 pandemic continues to cause difficulties for our employees and their families. We also acknowledge the critical importance to continue educational, clinical, and support services at the highest level possible for all our constituencies during these challenging times. To help address the burden of this situation, ETSU is implementing a procedure through which all employees may be eligible for up to seven (7) additional days of COVID-19 Leave, as detailed further below and effective September 1, 2021 through June 30, 2022. 5/2021 - Temporary Hires and Contract Renewals
We are happy to announce that Human Resources will start accepting New Temporary Hires and Contract Renewals/Rehires for Fiscal Year 2021/2022 through eJobs and eContracts soon.
- RENEWALS/REHIRES may be processed through the eContracts system starting June 1, 2021.
- NEW temporary hires with a July 1, 2021 or later start date, will be processed through eJobs starting June 1, 2021.
- All requests for renewals/rehires and new temporary hires must utilize the newly assigned Temporary Position Numbers found on the HR Public SharePoint page.
- If the start date for the contract (new hire or renewal) is prior to July 1, 2021, please continue to process the hire through dynamic forms.

08/01/2021 - 2020 Performance Evaluations Closing 8/31/2021
Effective August 31, 2021, 2020 Annual Performance evaluations and 2020 Probationary Evaluations will be closed to editing.
1/15/2021 Changes to Non-faculty Evaluations
Non-faculty Probationary and Annual evaluations forms have been updated for 2021. These changes were designed to make the evaluation process more effective and intuitive. Visit the Evaluation Information and Training website for updated instructions including a description of the modified core competencies and rating scale. Printable (draft) versions of the new forms are available on the HR Documents and Forms website. The 2020 non-faculty annual evaluation program opened 1/15/2021 and is due 3/31/2021.
7/23/2020 Procedural Changes for Educational Benefits
Effective July 2020, HR will begin verifying the dependent relationship when completing
the Request for Fee Discount for Spouse and/or Dependent Children. If your spouse
or dependent children are already covered on your insurance through ETSU, you will
not need to provide dependent verification. If your spouse and/or dependent children
are not covered on your ETSU insurance, you will need to provide the applicable dependent
verification documents listed below.
- Spouse: marriage certificate
Dependent Children: birth certificate; or adoption paperwork; or any legal document that establishes guardianship
Dependent Step Children: verification of marriage between employee and spouse and birth certificate of the child showing relationship to the spouse
6/19/2020 Faculty and Staff Retirement Incentive Program
ETSU to Offer Voluntary Retirement Incentive Program to Faculty and Staff
As part of the university’s initiatives to reduce budgets for fiscal year 2020-2021,
ETSU will offer a one-time, special incentive to eligible faculty and staff who participate

5/12/2020 Dynamic Form Available for Temporary Requests to Hire
The Office of Human Resources has developed an electronic routing process for temporary
requests to hire using the Dynamic Forms portal. All departments should begin using
this electronic routing immediately to process their temporary hires. Click here for additional information.
2/11/2019 A New Look for ETSU Human Resources
We are excited to announce that the renovations for the Human Resources main office are nearly complete and our main lobby is fully functional again with expanded counter space for completing paperwork, comfortable seating and computer stations for employees and job applicants. 1/3/2019 eJobs Applicant Workflow Streamlined
Starting January 7, 2019 the following changes will be implemented for the application workflow in eJobs:
- A new state 'Does not meet minimum qualifications' was added. Applicant Reviewers may move applicants to this state only if the applicant does not meet the minimum required qualifications. The applicant does not receive an email regarding their status until the position is filled and you will be able to move the applicant out of this state and back to 'Under Review by Department' if this state was selected in error. This state does not replace using supplemental questions to identify minimally qualifying candidate.
- Several states for pool certification were removed including states for electronic
interviews and alternates for interview.
- To request certification of your interview pool, move your applicants to 'Recommend for Interview', 'Does not meet minimum qualifications' or 'Not Recommended for Interview' before contacting Human Resources at hr@etsu.edu. Please include the posting number in your email.
- When you have completed your selection process, move the applicants that you recommended for interview to 'Request to Hire' or 'Not Hired'.
- If you move a candidate to a state for pool certification, you can now move them to a different state or back to 'Under Review by Department'. Previously only HR or Equity and Diversity could do this.
- If you are using the system to electronically request letters of recommendations, you can move applicants to the 'Solicit Letters of Recommendation' state at any step in your review process. The requirement for recommendation review before the pool certification has been modified. Please review the recommendations for screening applicants in the Search Guidelines.
1/1/2019 Job Posting Recruitment Plan Field Change
In the Recruitment Plan tab of the job posting, the demographics of the search committee are no longer required. Information about the diversity of your search committee should be included in the 'Describe how you will achieve diverse participation on your search committee.' field. For information on how ETSU defines diversity and inclusion, please review the interim policy on advertising and hiring employees.
11/15/2018 Revision to Applicant Pool Certification Process
As part of our ongoing efforts to review university processes and procedures related to human resources, a series of changes aimed at streamlining the new employee recruitment process are being implemented effective immediately. These changes include a shortened required advertising time frame for both staff and faculty positions. Specifically,
- All advertisements for support staff vacancies must be posted for a minimum of five (5) days; and
- Advertisements for faculty and administrative staff positions must be posted for a minimum of fourteen (14) days.
As a result of the restructuring of the offices of Equity and Diversity and Human Resources and associated streamlining efforts referenced above, the Office of Human Resources will now be responsible for reviewing and certifying applicant pools. I encourage you to look over our new interim Policy for Advertising and Hiring.
The policy also provides a narrative on diversity and includes guidelines on conducting successful searches.

8/20/18 Changes to eJobs Hiring Proposals
Human Resources is excited to announce that eJobs hires will soon be processed into Banner electronically. We are making this update to ensure accurate and prompt processing of new hires into Banner HR/Payroll. As part of the integration build we have made changes to the hiring process and added a few fields to the hiring proposals and job applications. Please see a summary of the changes below.
- The Banner process cannot change a position number so it will be imperative that the hiring proposal be started using the correct position number. The position number populates automatically when you start the job posting from the correct position. Please keep in mind that starting a posting when someone is still seated in the position does not unseat the employee so you should use the correct position number to start the posting when possible. If the position number is not known at the time of the job posting, you may use TBD for the posting but you must select the correct position from the position list to start the hiring proposal. Please work with Human Resources to ensure that new positions or positions that are moved from one department to another are set up in Banner and in eJobs prior to starting your hiring proposal.
- These fields were added to or changed in the hiring proposals.
Salary/Wage Type – Select ‘Salary’ for all position types.
Recommended Salary/Wage – Enter the salary without the $ sign (e.g. 25000).
ECLS Code – Select the position ECLS (e.g. Clerical/Support Staff, Faculty Academic, etc.)
from the drop down.
FTE – 1 for full time or enter a decimal number (e.g. .5 or .50 for half time)
Appointment Percent – Percent employment. Enter a number without the % sign (e.g. 100).
Timekeeping Location – Must be T### (e.g. T456).
Building Name – Select from the drop down.
Supervisor E# - (e.g. E12345679). The supervisor E# is needed for contract and form workflows and
employee evaluation routing.
- For faculty hires, these fields are required.
Recommended Start Date: For 12 month hires this is typically July 1. For 9/10 month faculty, this is typically August 15.
Effective Payroll Date: For 12 month hires this is typically July 1 (the same as the Start Date). For 9/10 month faculty, this is typically August 1 (to ensure the 9 month faculty get an August check).
- In the application, additional fields were added in an HR only view. The selected candidate enters this data in their application when the Hiring Manager moves a candidate to ‘Request for Hire’. The applicant is moved to ‘Recommend for Hire’ automatically when the candidate resubmits their application with the additional information and the department Hiring Manager(s) receives an email stating that the hiring proposal can be completed. Note to Hiring Managers: If you are not completing the hiring proposal, please forward the email to the correct person in your department.
You will begin seeing the new fields in the hiring proposals next week (week of August 20). For hiring proposals that have already been submitted for review and signatures, Human Resources will complete the needed fields when they reach our office. To run this automated process, it is important that the information on the hiring proposal be complete, correct and in the correct format. We appreciate your efforts to review the data in each hiring proposal for format and accuracy prior to submitting it.
7/5/18 eJobs Homepage Upgrade
Starting July 17, the eJobs HR portal home page will have a new look and new functionality.
The upgraded landing page will incorporate an easy to use inbox from which you can
access your action items without having to change your user group. These action items
will also include search committee tasks. Under the postings tab you will be able
to filter and sort the inbox. Additionally, there are several new role-based widgets
that answer simple questions like "How many postings were filled in the last 30 days?"
or "How many applicants did I receive each day over the past 7 days?"
The application names have changed from Applicant Tracking and Position Management to Hire and Positions. To change applications, click on the blue dots in the upper left corner.
6/6/18 eJobs Workflow Change
Starting June 12, the Applicant Reviewer will submit applicants to hire to a new state
called 'Request to Hire'. This will automatically open the selected candidate's application
so the applicant can enter additional information needed to process the hire more
quickly. The additional information includes: criminal history, social security name
and number, and marital status. This information can only be viewed by Human Resources.
The applicant will get an automatic email to reopen the application. When the applicant completes the additional information and resubmits the application, they are automatically moved to the state of 'Recommend for Hire' and the Hiring Manager can start the hiring proposal. The Hiring Manager will get an email when the application is resubmitted.
Why this change? 1) Capturing the hiring information earlier in the hiring process means that the data can be entered into Banner as soon as the hiring proposal is approved. 2) If a background check is required, the background check process will begin as soon as the application is resubmitted. 3) Human Resources will review the self-reported criminal history of each selected candidate before the hire is approved.
