Position Title: Associate Vice President for Information Technology and Chief Information Officer

Function of Position
Responsible to the Vice President for Finance and Administration for directing, planning, administering, coordinating and controlling Information Technology on all ETSU facilities; supervising overall operation and activities of the Information Technology Department; Information Technology strategic planning; oversight of the Information Technology and Technology Access Fee budgets.
Advises Vice President for Finance and Administration on information technology related matters.
Works within the Information Technology Governance Committee to develop new university policies concerning Information Technology issues.
Directs daily operations of Information Technology to assure vital resources are available.
Administers all applicable Tennessee Board of Regents and university policies and procedures.
Monitors and controls all Information Technology and Technology Access Fee budgets.
Coordinates development and implementation of ETSU's Information Technology Strategic Plan.
Insures compliance regarding university, State and Federal requirements, guidelines and laws.
Reviews and approves all Information Technology related requisitions and invoices.
Serves as ETSU's representative on the Tennessee Board of Regent's Information Technology
Serves on university governance and special committees.
Performs other related duties as assigned.
Knowledge and Abilities
Knowledge of all aspects of information technology and telecommunications.
Knowledge of basic personnel administration.
Knowledge of planning methods.
Ability to effectively supervise and manage employees of lower classification.
Ability to effectively relate to all levels of employees.
Ability to plan and implement information technology projects.
Ability to effectively establish task priorities and delegate work.
Supervision Given and Received
Initiates broad programs under general direction, working from policies and general objectives. Supervises administrative and classified employees.
Bachelor's degree in computer science or related area of concentration with five to seven years experience of upper level management of information technology, preferably in a higher education setting.
