Become an RTI expert in your school with our fully online 15-credit-hour graduate certificate covering RTI policy and structure, diagnostic and remedial tools and procedures, and evidence-based practices in reading, math, and behavior.


The Response to Intervention (sometimes called Response to Instruction) certificate is provided by the ETSU Department of Education Foundations & Special Education and the ETSU Department of Curriculum and Instruction. The certificate aims to prepare educators to provide early and effective multi-tiered assistance to students who require additional support to succeed in the classroom.


This certificate is a specialized credential on its own, but it may also be used toward graduate level coursework in pursuit of a Master of Education degree.

Admission Requirements

Admission Requirements

This certificate enables teachers already holding at least a bachelor's degree in teaching and/or those who are already practicing teachers to have a greater and more in-depth understanding of the framework and successful interventions to support at-risk students.

ETSU School of Graduate Studies Admission Requirements

These standards and materials are required of all applicants regardless of program. Individual program requirements are additional to the following: 

A bachelor's degree from a regionally accredited institution. Degrees from non-accredited institutions will be evaluated on an individual basis.

A completed graduate application form. (Please use the code "RITV-C4" on the form where it asks for your intended major.) 

A personal essay of 150-300 words, detailing your interests in a graduate program at ETSU.

A non-refundable application fee of $45 ($55 for international students).

One official transcript from every college or university where the applicant has taken courses.

Response to Intervention Certificate Program Admission Requirements

Applicants must have successfully completed a Bachelor's Degree in a teaching field (e.g. secondary, special education, general education, etc.) with a minimum GPA of 3.0 on a 4.0 scale.

Applicants must complete the PRAXIS I exams in reading, writing, and math with a passing score or a professional education licenses.

Applicants must provide a copy of a valid and current teaching license (can be a graduate not yet teaching).
