Carl E. Hamilton was a cadet in the ETSU ROTC program from 1957-1959 and served four
years in the U.S. Navy. He then became the first federal civilian employee hired by the ETSU ROTC program.
Several thousand cadets participated in the program at that time. As cadet records
clerk, Hamilton was responsible for all paperwork from admissions to commissioning.
After 11 years, he transferred to supply technician responsible for managing all cadet
uniforms, supplies and equipment. He volunteered his services to the Junior ROTC at Science Hill High School and other
units in East Tennessee. In addition, he earned both his bachelor’s degree in business
in 1973 and a master’s degree in instructional communications in 1979 at ETSU.
In 1998, after 32 years of service to the ETS ROTC program, he had seen 850 cadets
commissioned as second lieutenants in the U.S. Army.
He continues to serve as the official time keeper for the ETSU women’s basketball
team, a position he has held for over 25 years.
