Overview
The Division of Laboratory Animal Resources (DLAR) is charged with providing laboratory animal care services and assuring humane treatment of all animals used for teaching and research at ETSU.
These services include procurement of animals and their maintenance under conditions that are appropriate for the conduct of experimentation and meet federal, state, and local regulations and DHHS guidelines. The well trained and dedicated DLAR staff also acts as a central resource for the facilitation of experimental protocols requiring the use of live animals, such as in the manipulation, restraint, and anesthesia of the various species used. The purpose of the DLAR is to provide complete animal care facilities at a high technical level of competence and as economically efficient as possible.

Reporting noncompliance with animal care and use policies/animal protocol or mistreatment of an animal(s).
East Tennessee State University (ETSU) advocates the finest care and humane use of animals used by its faculty, staff and students in research projects. Everyone at ETSU has a responsibility to report mistreatment or potential noncompliance with animal care and use policies.

Concerns can be reported via one of the following methods:
- During regular working hourse (M-F, 8a-4:30p) contact the Attending Veterinarian at (423) 439-6783.
- Outside of regular working hours, contact ETSU Public Safety at (423) 439-4480.
- In writing or verbally, to the Chair of the IACUC or to the Director of the Division of Laboratory Animal Resources (c/o Division of Laboratory Animal Resources, PO Box 70418, or (423) 439-6783.

- Describe the event, including how animals and humans were impacted.
- Are animals currently being impacted?
- Where and when did the event happen?
- Who was involved?
- Your name and contact information (this is optional; reports may be made anonymously).
No facility employee, member of the IACUC, laboratory personnel or student shall be discriminated against, or be subject to any reprisal, for reporting noncompliance with ETSU animal care and use guidelines and policies. (Policy and Procedures for Noncompliance with Animal Care and Use Policies)
