Program Overview
The ETSU Department of Global Primary Care Fellowship is a 12-month post-residency (PGY-4) training program designed to prepare family physicians for careers in resource-limited settings, with an emphasis on clinical care, teaching, scholarship and leadership in underserved medicine. The fellowship prepares physicians to improve access to equitable health care in underserved and resource-limited communities while developing the skills and leadership needed to advance primary care and improve health outcomes locally and worldwide.
Fellows are based full time in the Toledo District of Southern Belize, with academic affiliation, mentorship and didactic oversight provided by the ETSU Department of Family Medicine. Through clinical training, education and global partnerships, fellows gain experience working with communities and health care teams in a rural, resource-limited setting.
The curriculum is adapted from the Society of Teachers of Family Medicine (STFM) consensus competency framework for global primary care fellowships. Fellows develop competencies in patient care, medical knowledge, professionalism, communication and leadership, teaching and scholarship while gaining clinical and community-based experience in rural Belize.

What We Do
1. Clinical Care
Fellows provide comprehensive family medicine care in rural, low-resource settings through clinical practice and community outreach. They deliver culturally responsive care, collaborate with local providers, and improve access to quality healthcare.
2. Teaching & Education
Fellows support the education of medical students, residents, trainees, and local healthcare professionals through teaching, mentorship, and capacity-building activities that strengthen the healthcare workforce.
3. Research & Scholarship
Fellows engage in scholarly projects addressing global health and underserved populations while collaborating with local partners to build research capacity and promote equitable partnerships.
4. Leadership & Health Systems
Strengthening Fellows develop leadership skills by applying global health principles, collaborating with local partners, and supporting sustainable strategies to strengthen healthcare programs and systems.

Where We Work
Hillside Health Care – Belize Partner Site
Since 2000, Hillside Health Care has provided year-round healthcare services to underserved communities in the Toledo District of Southern Belize. Through clinic-based care, mobile outreach, home health services, and community programs, Hillside improves access to quality healthcare for culturally diverse and geographically isolated populations.
Serving approximately 10,000 clinical and outreach visits annually, Hillside collaborates with local communities, government partners, and international organizations to deliver sustainable, community-based care in a resource-limited setting.
Faculty
Jason Moore, MD
Dr. Jason Moore earned his medical degree from The Ohio State University College of Medicine and completed the Bristol Family Medicine Residency Program, where he served as Chief Resident and received the Society of Teachers of Family Medicine Resident Teacher of the Year Award. Since 2002, he has been dedicated to medical education, mentorship, and global health initiatives, supporting international partnerships, healthcare workforce training, and capacity building in resource-limited settings.
Jared Rhinehardt, MD
Dr. Jared Rhinehardt is a board-certified family physician with ETSU Health and a graduate of ETSU Quillen College of Medicine, where he also completed his Family Medicine residency. He is dedicated to patient-centered care, medical education, and international partnerships, particularly in Central America, supporting healthcare workforce training and sustainable global health initiatives. Outside of medicine, he enjoys camping, spending time on South Holston Lake, and traveling with his wife and three children.
