Definition   

Employees in this class are under general supervision. Work performed in providing accurate personnel and payroll recordkeeping functions through on-line systems and performing administrative and operation tasks. May provide supervision to other departmental staff.

This classification is distinguished from the Human Resource Assistant position in that it establishes, initiates and may supervise the performance of the unit’s activities, whereas the Human Resource Assistant assists with the performance of the activities within the unit.

Characteristic Duties and Responsibilities

Provides accurate personnel and payroll recordkeeping functions through on-line systems and performs administrative and operation tasks.

Prepares letters of appointment, moving expenses and contracts on all new employees.

Inputs employee data into online systems (HRS and Banner).

Prepares change of status forms for employee changes involving salary, title, position, name, transfers, etc.

Assists in coordinating and monitoring employee evaluation process including inputting evaluation scores into on-line system.

Designs, inputs data, maintains and upgrades Access databases for departmental data needs.

Serves as departmental contact for technology needs.

Inputs job advertisements for the web site Employment Opportunities.

Updates university organizational charts for submission with the university budget and converts charts to electronic format for web.

Assists in coordinating the annual employee giving campaign.

Provides technical/secretarial support to the ETSU Retirees Association.

Converts forms and text to electronic web format.

Maintains confidential filing system.

Composes routine and non-routine correspondence.

Performs special projects.

Compiles data for reports.

Assists in typing various reports.

Answers telephone and greets guests.

Attends meetings and prepares agendas and minutes.

Processes confidential material.

Manages office budget and inventory.

Maintains calendar and schedules appointments.

Coordinates employment of Graduate Assistants and Temporary Employees.

Communicates to international students and workers the tax compliance system.

Administers the workers compensation program for the institution.

Approves medial attention for employees/students.

Submits OSHA 301 and Accident Report to third-party carrier for processing and payment of claim.

Counsels injured employee/student on lost time benefits.

Supplemental Functions

All incumbents are expected to perform these functions except for those qualifying under the Americans with Disabilities Act for a reasonable accommodation.

These functions may vary by institutions. Incumbents may provide backup to various functions within the unit.

Performs other related duties as assigned.

Required Knowledge and Abilities

Knowledge of human resource management systems.

Knowledge of supervisory principles, practices and techniques.

Knowledge of state and federal laws and polices and procedures as they relate to human resources and payroll.

Skill in using computer applications for word processing, spreadsheets and databases (Windows environment preferred).

Skill in using on-line management systems.

Skill in making mathematical computations.

Skill in using personal computers, copiers, fax machines and other office equipment.

Ability to communicate effectively.

Ability to function effectively as a team member.

Ability to maintain confidentially of employee information.

Ability to manage tasks of a highly detailed and technical nature.

Ability to organize and prioritize multiple tasks.

Ability to work with diverse employees and customers.

Recommended Qualifications

Applicants possessing these qualifications have a good probability for success in this class. However, applicants not possessing these qualifications should apply if they believe their training and experience will enable them to perform the work successfully. Two years of post-high school level course work required, bachelor’s degree preferred and two to four years of office experience including one year of experience supervising a staff member in an operational setting OR high school diploma or equivalent and four to five years of office experience including one year of experience supervising a staff member in an operational setting.
