Harden “Hardy” Scragg serves as Assistant University Counsel and Associate Policy Counsel in ETSU’s Office of University Counsel. He began supporting ETSU’s institutional compliance and policy work in 2019, including work related to institutional audit response and gap analysis. In 2021, he joined the Office of University Counsel’s policy team, where he supports the University’s policy and rulemaking efforts following ETSU’s transition to a locally governed board of trustees.
In his current role, Mr. Scragg provides legal guidance on public records, University policy and rulemaking, Title IX and Clery compliance, intellectual property, legislative updates, and related institutional compliance matters. He also oversees ETSU’s public records request process.
Outside of his legal work, Mr. Scragg enjoys mentoring undergraduate students as a Mock Trial Coach and, in his free time, plays several instruments and records music with friends.
