Jeff Mead joined the Office of University Counsel in 2025, and currently serves as Assistant University Counsel. His practice focuses on institutional contracts, overseeing immigration matters, addressing Constitutional issues, ensuring compliance with federal laws related to ADA and FERPA, and compliance with state law related to facility usage for activities on campus.
Mr. Mead provides legal analysis and strategic guidance on all facets of the contract and procurement process. He also works closely with departments, faculty members, employees, the International Enrollment & Services Team, and the Office of Human Resources, advising on immigration- and visa-related matters for faculty, staff, and students.
In addition to his legal work at ETSU, Mr. Mead has contributed to student learning and professional development through teaching and academic engagement. He is passionate about helping students, serving as an adjunct professor teaching Legal Environment of Business and Law and Judicial Process, and volunteering his time to coach the ETSU Mock Trial Team and to serve as a volunteer ESL teacher.
