Lindsay A. Daniel serves as Deputy University Counsel and HIPAA Compliance Officer for East Tennessee State University. She provides strategic legal guidance and compliance oversight across the University and its thriving Academic Health Science Center on a broad range of higher education and healthcare-related matters. Ms. Daniel counsels university administrators on critical issues such as health care liability, regulatory compliance, governance, privacy and data security, student affairs, employment matters, and institutional risk management.
Since joining the office in 2015, Ms. Daniel has built and managed the HIPAA Compliance Program. In her dual role as Deputy University Counsel and HIPAA Compliance Officer, she collaborates closely with university leadership, faculty, and staff to ensure compliance with evolving federal and state regulations that impact higher education and academic health care operations.
In addition to her legal and compliance responsibilities, Ms. Daniel is actively involved in experiential learning initiatives at ETSU. She was a founding coach of the university’s nationally recognized Mock Trial program, mentoring students to develop their advocacy, critical thinking, and courtroom skills, which prepare them for successful legal and professional careers. She also achieved accreditation for the Office of University Counsel as a CLE provider with the Tennessee Commission on Continuing Legal Education.
