Hope After Helene: Financing Disaster Recovery will explore how the Appalachian Highlands came together to recover from the storm’s devastating impact, highlighting the partnerships, financial strategies, and community resilience that fueled long-term recovery.
Attendees will hear from local leaders, financial experts, and organizations involved in disaster relief and economic restoration. Through presentations and discussions, the forum will showcase innovative solutions for financing recovery efforts, supporting affected communities, and preparing for future challenges.
This event offers an opportunity for residents, businesses, government officials, and community partners to gain actionable insights and connect with resources dedicated to building a stronger, more resilient Appalachian Highlands.

(Mary) Kate Amaral | TEMA

Bryan Phipps | People's Inc
nonprofit development and management and is a Certified Community Action Professional.As President and CEO, Phipps acts as a liaison between the agency and legislative partners, local government, funders,organizational partners, and the National Community Action Network. He oversees a staff of nearly 300 and budget of over $34 million while providing leadership and staff support to the agency’s Board of Directors. Phipps has 21 years of
experience at People Incorporated with previous roles that include Senior Vice President and Vice President and Chief
Development Officer. He has substantial experience designing, planning, and managing successful, high-impact
community development projects. He has worked to increase the availability of investment capital and services to
low-income communities and was instrumental in the development of the agency’s New Markets Tax Credit program. His
specialties include raising and deploying investor capital, project development, program compliance, providing technical
assistance to staff and stakeholders, and community outreach for a variety of community economic development and
strategic initiatives.He currently serves as the Vice-Chair of the Virginia Community Action Partnership. He also serves on multiple boards,
including Housing Forward Virginia, the New Rivers/Mount Rogers Workforce Development Board, Fahe, Virginia
Community Development Fund, and the Virginia Housing Rental Housing Advisory Council. Phipps resides in southwest
Virginia with his wife, Bella, and their three daughters.

Tracy Mitchell | Pathway Lending
A native of Memphis, Tracy holds a Master of Arts in City and Regional Planning and a Bachelor of Business Administration, both from the University of Memphis. She also earned the Certified Economic Developer (CEcD) designation from the International Economic Development Council (IEDC) and is a graduate of the Southeastern School of Commercial Lending and the Barrett School of Banking. With a passion for creating sustainable and inclusive communities, Tracy continues to make a lasting impact in commercial real estate and economic development across Tennessee.

the recovery process more effectively.

People Inc. - West Liberty, KY
This presentation will explore the inspiring story of how the town of West Liberty, Kentucky, was rebuilt in the aftermath of a devastating tornado. Attendees will learn how local leaders, developers, and community members came together to restore critical infrastructure and revitalize the local economy. A key focus will be on the strategic use of New Markets Tax Credits and other innovative financing tools that played a pivotal role in the town’s recovery and long-term redevelopment efforts.

BrightBridge Capital
BrightBridge Capital will provide an informative session on New Markets Tax Credits, explaining what they are and how they can serve as a powerful equity solution for communities recovering from disaster. Attendees will gain a clearer understanding of how New Market Tax Credits work, who qualifies, and how this federal incentive can be leveraged to support long-term revitalization efforts and drive economic growth.
U.S. Small Business Administration
Representatives from the U.S. Small Business Administration (SBA) will highlight the wide range of disaster recovery resources available to small businesses, homeowners, and nonprofits in the wake of a crisis. This session will also explore SBA loan products and support programs designed to aid in long-term revitalization, strengthen local economies, and help communities rebuild stronger and more resilient than before.

Pathway Lending
Pathway Lending will present alternative financing solutions designed to support housing development and recovery in underserved communities. This session will explore flexible funding options beyond traditional lending, providing insight into how these tools can be utilized to address housing needs, support redevelopment efforts, and foster more inclusive, sustainable communities in the aftermath of disasters or economic hardship.
